(Stockton, CA) Today, the San Joaquin County Registrar of Voters (ROV) issued the following notice to all qualified electors that an election will be held in the County of San Joaquin, State of California, on Tuesday, November 7, 2023, for the purpose of electing members to the boards of directors of the following special districts:

QUALIFICATIONS FOR OFFICE
DRAINAGE DISTRICTS: Candidates must be a registered voter and a resident of the district if elected at large, and of the division if elected by division.
FIRE DISTRICTS: Candidates must be a registered voter and a resident of the district and division (Health and Safety Code Section 13841). A volunteer firefighter who does not receive a salary or where the salary the firefighter would otherwise receive is applied directly by the local agency towards the purchase of disability, life, health, or similar insurance coverage, may serve on the Board of Directors of a Fire Protection district (Government Code Section 53227(c)).
SANITARY DISTRICTS: Candidates must be a registered voter and a resident of the district and division (Health and Safety Code Section 6585).
IRRIGATION DISTRICTS: Candidates must be a registered voter, a landowner in the district, and a resident of the division where candidacy is being sought at the time of his or her nomination and through their entire term if elected. (Water Code Sections 21100 and 30500)
WATER AGENCY DISTRICTS: Candidate must be a holder of title to land within the district and division, the legal representative of holder of title to land within the district and division, or a representative designated by a holder of title to land within the district and division if the holder has filed written evidence of that designation with the district. (Water Code Appendix Section 117)
FILING
Declaration of Candidacy forms will be available and may be filed in person from July 17, 2023, through August 11, 2023, at the office of the Registrar of Voters, 44 N. San Joaquin St., Suite 350, Stockton, CA, 95202. The filing deadline is 5:00 p.m. on August 11, 2023. If returned by mail, the forms must be received in the office of the Registrar of Voters by 5:00 p.m., August 11, 2023. However, if no eligible candidate files for an office, candidates other than the incumbent shall have until 5:00 p.m. on August 16, 2023, to declare their candidacy for such office. NOTICE IS FURTHER GIVEN that in the event that there are no nominees for an elective office or the number of nominees does not exceed the number of elective offices to be filled and a petition signed by either 10 percent of the voters or 50 voters, whichever is the smaller number, in the district, or division if elected by division, requesting that the general district election be held has not been presented to the officer conducting the election by the required deadline, appointments will be made in lieu of an election by the supervising authority of the district or division pursuant to Section 10515 of the Elections Code.
NOTICE IS FURTHER GIVEN that if an election will be held, it will be held as an all-mail ballot election. Ballots will be mailed to all qualified registered voters no later than Monday, October 9, 2023. The office of the Registrar of Voters shall be open between the hours of 7:00 a.m. and 8:00 p.m. on Election Day, Tuesday, November 7, 2023, for ballot drop off. The office of the Registrar of Voters, located at 44 N. San Joaquin St., Suite 350, Stockton, CA, 95202, will be the central counting location for all ballots cast at the election held on Tuesday, November 7, 2023. Election results will be tabulated no sooner than 8:00 p.m. on Election Day. Members of the public are invited to observe.
