QUALIFICATIONS

Federal Voter-Nominated Offices

Each candidate must be at least 25 years of age, a U.S. citizen for at least seven years, and a resident of California on the date they would be sworn into office if elected. A sworn statement that the candidate meets documentation requirements per state law is required when nomination papers are filed. There are no district residency requirements for members of Congress.

State Legislative Voter-Nominated Offices

Each candidate must be a U.S. citizen, a registered voter, and otherwise qualified to vote for that office at the time nomination papers are issued to the person. Candidates must not have been convicted of a felony involving accepting, giving, or offering to give, any bribe, the embezzlement of public money, extortion or theft of public money, perjury, or conspiracy to commit any of those crimes. Candidates must have served no more than 12 years in the State Senate, the Assembly, or both, in any combination of terms during their lifetime if they were first elected to the legislature after June 2012 and have not previously served in the State Senate or Assembly. Candidates must not have served two terms in the State Senate since November 6, 1990, if they were elected to the State Senate before June 2012. Candidates must not have served three terms in the Assembly since November 6, 1990, if they were elected to the Assembly before June 2012.

Nonpartisan Offices

Superior Court Judge: Each candidate must be a U.S. citizen, a registered voter, and either be a member of the State Bar of California for ten years or have served as a judge of a California court of record for ten years immediately preceding selection. Candidates must file a Declaration of Intention and a Declaration of Candidacy, executed under penalty of perjury, together with the required nomination documents.

Municipal Offices: Candidates must file with the applicable City Clerk’s Office and be a registered voter residing within the city or district they seek to represent, in accordance with state law and local requirements. For information regarding candidate qualifications, filing requirements and filing deadlines for city offices, contact the appropriate City Clerk’s Office.

County Board of Education, School Districts and Community College Districts: Candidates must be registered voters residing within the district or trustee area they seek to represent and must meet all general eligibility requirements for elective office.

Special Districts: Candidates must be registered voters residing within the district or division they seek to represent and must meet all applicable eligibility requirements for elective office.

NOTICE IS FURTHER GIVEN that nomination papers may be obtained at the San Joaquin County Registrar of Voters’ Office from Monday, July 13, 2026, 8:00 a.m. until Friday, August 7, 2026, 5:00 p.m. Nomination documents must be filed at the San Joaquin County Registrar of Voters’ Office no later than Friday, August 7, 2026, 5:00 p.m. The deadline to file for offices for which an incumbent does not file by Friday, August 7, 2026, will be extended for everyone except the incumbent until Wednesday, August 12, 2026, 5:00 p.m.

NOTICE IS FURTHER GIVEN that appointments to each elective office will be made in the event there are no nominees or an insufficient number of nominees for the office and a petition for an election is not filed with the elections official within the nomination period described above.

NOTICE IS FURTHER GIVEN that, in accordance with provisions of the election laws of the State of California, the Secretary of State and the San Joaquin County Registrar of Voters will simultaneously conduct a randomized alphabet drawing to determine the order in which the candidates must appear on the official ballot on Thursday, August 13, 2026, at 11:00 a.m.

NOTICE IS FURTHER GIVEN that the State-mandated Logic & Accuracy (L&A) test of the voting system will begin on Friday, September 18, 2026, at 11:00 a.m. and continue until completion, at the San Joaquin County Registrar of Voters’ Office located at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.

NOTICE IS FURTHER GIVEN that Vote-by-Mail ballots will be mailed no later than Monday, October 5, 2026. The last day to request a Vote-by-Mail ballot is Tuesday, October 27, 2026. California Election Code § 3000.5 requires county election officials to send Vote-by-Mail ballots to all active registered voters in the state. If needed, a replacement Vote-by-Mail ballot can be obtained at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.

NOTICE IS FURTHER GIVEN that early voting for the November 3, 2026, General Election begins Monday, October 5, 2026, at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202, and continues through Monday, November 2, 2026. Hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Early voting is also available 8:00 a.m. to 5:00 p.m. on the Saturday before Election Day, October 31, 2026.

NOTICE IS FURTHER GIVEN that the central counting location for Vote-by-Mail ballots is at the San Joaquin County Registrar of Voters’ Office located at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.
Signature verification, opening, and processing of Vote-by-Mail ballots will begin upon receipt in the Registrar of Voters’ Office, and continue through Election Day, Tuesday, November 3, 2026, extending into a limited portion of the official canvass period until completed.

NOTICE IS FURTHER GIVEN that the last day to register to vote for the Tuesday, November 3, 2026, General Election is Monday, October 19, 2026.

NOTICE IS FURTHER GIVEN that Conditional Voter Registration for the General Election is available from Tuesday, October 20, 2026, through Tuesday, November 3, 2026, including same-day registration at all polling places on Election Day.

NOTICE IS FURTHER GIVEN that the polls will be open for the November 3, 2026, General Election from 7:00 a.m. to 8:00 p.m. on Tuesday, November 3, 2026. A voter's nearest polling place can be found printed on the back cover of their County Voter Information Guide, in their ballot package, or by visiting the San Joaquin County Registrar of Voters website at www.sjcrov.org.

NOTICE IS FURTHER GIVEN that after the polls are closed on Tuesday, November 3, 2026, the Election Day ballots will be transported to the San Joaquin County Registrar of Voters’ warehouse at 7585 S. Longe Street, Suite 112, Stockton, CA 95206. The tallying of Election Day ballots from all polling places will commence at 8:00 p.m. the same day and will continue until completion.

NOTICE IS FURTHER GIVEN that the official canvass for the November 3, 2026, General Election will commence at 8:00 a.m. on Wednesday, November 4, 2026, at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.

NOTICE IS FURTHER GIVEN that, in accordance with provisions of the election laws of the State of California, the San Joaquin County Registrar of Voters’ Office will, on Wednesday, November 4, 2026, at 11:00 a.m., randomly select precincts for a manual tally of one percent (1%) of the ballots cast for the November 3, 2026, General Election. This activity will occur at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.

NOTICE IS FURTHER GIVEN that the initial group of precincts to be included in the one percent (1%) manual tally of ballots shall be selected utilizing a random number generator. In addition to the one percent (1%) manual tally, the elections official shall, for each race not included in the initial group of precincts, count one additional precinct. For the additional precinct(s), the manual tally shall apply only to the race(s) not previously counted.

NOTICE IS FURTHER GIVEN that on Tuesday, November 10, 2026, the San Joaquin County Registrar of Voters’ Office will begin a manual tally of one percent (1%) of ballots cast for the November 3, 2026, General Election. This manual tally is open to the public and must continue daily until completed, excluding Saturdays, Sundays, and holidays unless otherwise directed by the Registrar of Voters. This manual tally is required to be completed no later than Thursday, December 3, 2026, and will take place at the San Joaquin County Registrar of Voters’ Office located at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.

NOTICE IS FURTHER GIVEN that the elections official shall maintain and document at all times the chain of custody for each ballot included in the one percent (1%) manual tally. Ballots shall be kept securely, and the chain of custody shall be maintained at all times during the one percent (1%) manual tally. Each ballot will be counted by hand, and the results of the hand count will be compared to the count produced by the voting system to verify that votes were tabulated correctly. The elections official shall secure and maintain in sealed ballot containers all tabulated ballots. Chain of custody logs shall be available for public inspection after the canvass of the election is complete.

NOTICE IS FURTHER GIVEN that the results of the one percent (1%) manual tally shall be published to the county website immediately upon conclusion of the tally, and will further be reported in the certification of the official canvass of the vote pursuant to Elections Code section 15372.

NOTICE IS FURTHER GIVEN that members of the public are welcome to observe any and all of the following activities: The randomized alphabet drawing, the Logic & Accuracy (L&A) test, Vote-by-Mail ballot processing, Election Day ballot processing, the random selection of precincts for the 1% manual tally, and the 1% manual tally of ballots cast in this election on the date(s) and at the location(s) specified above. NOTICE IS FURTHER GIVEN that once the 1% manual tally is completed and the election results have been officially certified by the Registrar of Voters, the final official election results will be posted on the San Joaquin County Registrar of Voters website, www.sjcrov.org, and reported to the California Secretary of State in the Official Statement of Votes Cast no sooner than after 5 p.m. on Wednesday, November 25, 2026 and no later than Thursday, December 3, 2026.
