Fay Vieira Appointed as San Joaquin County Behavioral Health Services Director

On November 18, 2025, the San Joaquin County Board of Supervisors approved the appointment of Fay Vieira as the new Director of Behavioral Health Services (BHS), effective December 1, 2025.

Vieira has served as the County’s Interim BHS Director since April 2025 and brings more than 17 years of experience in behavioral health, including extensive leadership in clinical operations, program development, and children and youth services.

“Fay has been a steady and highly effective leader for Behavioral Health Services during a period of significant organizational and community need,” said Genevieve Valentine, Director of San Joaquin County Health Care Services. “She brings exceptional leadership, insight, and deep clinical expertise, along with a strong partnership with staff, stakeholders, and County leadership. Her experience across nearly every level of our behavioral health system gives her a unique and invaluable perspective, and we are grateful to have her guiding Behavioral Health Services.”

In her interim and previous leadership roles, Vieira has overseen all clinical programs at BHS, supervised senior managers, ensured compliance with State and Federal regulations, strengthened partnerships across agencies, and advanced policy and program improvements to support high-quality care. Prior to serving as Interim BHS Director, she served as BHS Assistant Director–Clinical, Deputy Director of Children and Youth Services, and Chief Mental Health Clinician, all within BHS.

Vieira holds a Master’s Degree in Counseling, Marriage, Family and Children Counseling from California State University, Sacramento, and is a Licensed Marriage and Family Therapist. She earned her Bachelor’s Degree in Psychology from UC San Diego.
