San Joaquin County Strengthens Flood Readiness with $10.8 Million in Housing Recovery Funds

Stockton, CA - The Manufactured Home Replacement and Elevation (MHRE) Program provides critical support to community members impacted by the December 2022 through early January 2023 floods. The program offers grants to help eligible mobile homeowners in San Joaquin County replace and elevate manufactured or mobile home units that were damaged or destroyed.

“We saw firsthand the devastation caused by the 2022 floods, and we know recovery does not happen overnight,” said Paul Canepa, Chair of the San Joaquin County Board of Supervisors. “These funds are not just about rebuilding homes; they are about rebuilding confidence. By helping families replace and elevate their homes, we are protecting lives, safeguarding property, and strengthening our county’s readiness for whatever comes next.”

Program Eligibility:

  • Applicants must live in San Joaquin County
  • Mobile home units must be owner-occupied
  • Applicants must report any disaster-related assistance received including FEMA, insurance or Small Business Administration loans
  • Households must meet income requirements, with assistance available to very low-, low- and moderate-income.

Grants of up to $500,000 per unit are available to help families rebuild safer, elevated homes, reduce the risk of future flooding, and ensure access to stable, secure housing. By encouraging our community to invest in mitigation and rebuilding now, San Joaquin County is working to reduce the impacts of future flood disasters and ensure that vulnerable communities are better prepared.
