Stockton, CA — San Joaquin County is pleased to announce the appointment of Tristian Cormier as the County's new Information Systems Division (ISD) Director and Chief Information Officer (CIO).

In this role, Cormier will lead the County's enterprise technology strategy, cybersecurity, and digital modernization initiatives to strengthen service delivery, transparency, and public trust. ISD provides information processing services, support, and coordination for all 28 County departments.

“Our mission is to support technology solutions that transform how services are brought to the public,” said Cormier. “I'm honored to join San Joaquin County and to partner with departments and the community in advancing secure, people-centered innovation that makes a meaningful difference in residents' lives.”

Cormier brings more than 20 years of experience in public-sector technology leadership. Prior to joining San Joaquin County, he served as CIO for the California Secretary of State, guiding Statewide modernization efforts that supported election systems, digital public access, and secure information management. His career also includes leadership roles as Chief Technology Officer, Chief Information Security Officer, and founding CIO for the California Office of Tax Appeals, where he built the agency's technology environment from the ground up. As a trusted voice in ethical innovation, Tristian also serves as a Global Ambassador for Responsible AI and advises mission-driven organizations on the responsible use of emerging technology.

Widely regarded as a next-generation CIO, Tristian is redefining what modern public-sector technology leadership looks like, anchored in ethics, human connection, and the belief that when technology is guided by purpose and empathy, it becomes a catalyst for trust and transformation.

San Joaquin County Board of Supervisors Chair, Paul Canepa praised the appointment, noting that the position directly supports the Board's strategic priorities. “Technology and innovation are key to how we serve our community,” said Canepa. “Mr. Cormier's leadership will help San Joaquin County modernize systems, strengthen cybersecurity, and optimize operations—advancing our strategic goal of fiscal and operational excellence while improving public access and transparency.”

Cormier said he looks forward to working with County leaders to shape a technology vision grounded in trust, ethics, and public value. “I am deeply committed to mentoring the next generation of technology leaders, helping them lead with clarity, empathy, and strategic intent,” he added.
