San Joaquin County Finalizes Purchase of 400 E. Main Street Building in Downtown Stockton

Stockton, CA — San Joaquin County has officially closed escrow on the purchase of 400 E. Main Street in downtown Stockton — a major investment in the County’s future that reflects the Board of Supervisors’ ongoing commitment to fiscal responsibility, service efficiency, and community revitalization.

Originally approved by the Board of Supervisors in December 2023, the $50 million acquisition includes a 245,551-square-foot office building with a two-level underground parking garage on 2.06 acres — encompassing an entire city block bounded by Main, Market, Sutter, and California Streets.

“This purchase is a smart, forward-thinking move that strengthens the County’s long-term financial position and supports our strategic priority of fiscal responsibility,” said Paul Canepa, Chair of the San Joaquin County Board of Supervisors. “By owning rather than leasing, we’re investing in our future, creating stability for County operations, and ensuring that taxpayer dollars are used wisely.”

 The building will house several County departments including the Human Services Agency, Department of Child Support Services, Sheriff’s Office Civil Division, District Attorney Family Justice Center, and General Services Department. Two non-County tenants, Stockton Collegiate and Verizon Wireless, will remain in the building, generating rental income that is projected to recoup the County’s $50 million investment within approximately 17 years.

 “Downtown Stockton is the heart of our County seat,” added Canepa. “This acquisition not only provides a permanent, efficient home for vital public services, but also supports continued activity and investment in the City’s core.”

 The close of escrow had been delayed while the former property manager, Assured Guaranty, completed major upgrades to remove water in the parking garage caused by a higher water table following the January 2023 storms. With those improvements complete, the County finalized escrow on October 23, 2025.

 The City of Stockton, which previously occupied portions of the 3rd, 4th, and 7th floors, has vacated the space and no longer has programs located in the building.
