Stockton, CA – Today, the San Joaquin County Registrar of Voters (ROV) issued the following notice in accordance with the provisions of the Election Laws of the State of California, that on Tuesday, November 4, 2025, there will be a Statewide Special Election to vote on Proposition 50: Use of Legislative Congressional Redistricting Map Amendment (ACA 8, Chapter 156, Statutes of 2025).

NOTICE IS FURTHER GIVEN that early voting for the Tuesday, November 4, 2025, Statewide Special Election begins Monday, October 6, 2025, and runs through Monday, November 3, 2025, hours are Monday through Friday 8:00 a.m. to 5:00 p.m. Early voting is also available the Saturday before Election Day, November 1, 2025, 8:00 a.m. to 5:00 p.m. at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.
NOTICE IS FURTHER GIVEN that the last day to register to vote for the Tuesday, November 4, 2025, Statewide Special Election is Monday, October 20, 2025.
NOTICE IS FURTHER GIVEN that Conditional Voter Registration for the Statewide Special Election is available from Tuesday, October 21, 2025, through Tuesday, November 4, 2025, including same-day registration at all polling places on Election Day.
NOTICE IS FURTHER GIVEN that Vote-by-Mail ballots will be mailed no later than Monday, October 6, 2025. The last day to request a Vote-by-Mail ballot is Tuesday, October 28, 2025. California Election Code § 3000.5 requires county election officials to send Vote-by-Mail ballots to all active registered voters in the state. If needed, a replacement Vote-by-Mail ballot can be obtained at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.
NOTICE IS FURTHER GIVEN that the central counting location for Vote-by-Mail ballots is at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202. Signature verification, opening, and processing of Vote-by-Mail ballots will begin Tuesday, October 6, 2025, and continue through Election Day, Tuesday, November 4, 2025, extending into a limited portion of the official canvass period until completed.
NOTICE IS FURTHER GIVEN that the polls will be open for the November 4, 2025, Statewide Special Election from 7:00 a.m. to 8:00 p.m. on Tuesday, November 4, 2025. A voter's nearest polling place can be found printed on the ballot wrap included with the Vote-by-Mail ballot or by visiting the San Joaquin County Registrar of Voters website: www.sjcrov.org
NOTICE IS FURTHER GIVEN that after the polls are closed on Tuesday, November 4, 2025, the Election Day ballots will be transported to the San Joaquin County Registrar of Voters’ warehouse at 7585 S. Longe Street, Suite 112, Stockton, CA 95206. The processing of Election Day ballots from all polling places will commence at 8:00 p.m. this same day and will continue until completion.
NOTICE IS FURTHER GIVEN that the official canvass for the November 4, 2025, Statewide Special Election will commence at 8:00 a.m. on Wednesday, November 5, 2025, at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.
NOTICE IS FURTHER GIVEN that, in accordance with provisions of the election laws of the State of California, the San Joaquin County Registrar of Voters’ Office will, on Wednesday, November 5, 2025, at 11:00 a.m., randomly select one percent (1%) of the voting precincts to conduct a manual tally of those ballots cast for the November 4, 2025 Statewide Special Election. This activity will occur at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.
NOTICE IS FURTHER GIVEN that on Wednesday, November 12, 2025, the San Joaquin County Registrar of Voters’ Office will begin the 1% manual tally of ballots cast for the November 4, 2025, Statewide Special Election. This manual tally is open to the public and must continue daily until completed, excluding Saturdays, Sundays and holidays unless otherwise directed by the Registrar of Voters. This manual tally must be completed no later than Thursday, December 4, 2025, and will take place at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202. Interested persons may call the San Joaquin County Registrar of Voters’ Office at (209) 468-8683 for more information.
NOTICE IS FURTHER GIVEN that members of the public are welcome to observe any and all of the following activities: The Vote-by-Mail ballot processing, Election Day ballot processing, the random selection of precincts for the 1% manual tally, and the 1% manual tally of ballots cast in this election on the date(s) and at the location(s) specified above.
NOTICE IS FURTHER GIVEN that once the 1% manual tally is completed and the election results have been officially certified by the Registrar of Voters, the final official election results will be posted on the San Joaquin County Registrar of Voters website, www.sjcrov.org, and reported to the California Secretary of State in the Official Statement of Votes Cast no later than Thursday, December 4, 2025.
