San Joaquin County, CA - This summer, the San Joaquin County (County) and City of Stockton (City) Departments of Public Works are teaming up to launch major infrastructure improvements along Benjamin Holt Drive, one of Stockton’s busiest and most vital community corridors.
Home to neighborhoods, schools, churches, and businesses, Benjamin Holt Drive is more than just a street — it’s a connector for daily life. That’s why the City and County are partnering to deliver three coordinated construction projects designed to improve reliability and access across a 1.7-mile stretch between Grigsby Place and Gettysburg Place.
“Investing in infrastructure is one of the most impactful ways to improve quality of life for our residents,” said San Joaquin County Board of Supervisors Chair, Paul Canepa. “This joint effort between the City and County reflects our shared commitment to creating sustainable and more connected communities across Stockton and San Joaquin County.”
These comprehensive improvements on Benjamin Holt Drive will be carried out through three coordinated projects as follows:
- City of Stockton from Grisby Place to Plymouth Road:
Street Resurfacing on Federal Aid Streets - This project includes pavement grinding and resurfacing, upgrading ramps to current Americans with Disabilities Act standards, and the application of thermoplastic striping, including the delineation of new bicycle lanes. - San Joaquin County from Pershing Avenue to Gettysburg Place:
Benjamin Holt Drive Water Main Replacement - This project will replace aging underground water infrastructure currently located in backyard easements with a new water main along Benjamin Holt Drive. The relocation will improve long-term service reliability and access. Until the new main is fully operational, the existing main will remain active, with minimal water service interruptions during construction. - San Joaquin County from Plymouth Road to Gettysburg Place:
Benjamin Holt Drive Pavement Rehabilitation - This project includes pavement grinding and resurfacing, along with targeted repairs to curb, gutter, and sidewalk, and placement of thermoplastic striping. New traffic striping and pavement markings will generally follow the existing layout, with minor adjustments to better accommodate on-street parking.

Public Impacts:
Temporary lane and intersection closures are expected during construction. This will include multiple anticipated weekend closures at key intersections, including Benjamin Holt Drive at Alexandria Place, Pershing Avenue, and Gettysburg Place. Advance notice of all closures and the required detours will be provided via changeable message signs.
The City plans to perform night work for construction activities at and near the Interstate 5 underpass to help minimize traffic impacts.
Construction Schedule and Project Notifications:
Construction on these projects is expected to begin on or about July 28, 2025, and continue through November 2025. While all three projects are expected to take place within this timeframe to promote efficiency and minimize community impact, each will have its own distinct start and completion dates.
The County and City will each provide specific information and timelines for their respective projects through letters or flyers, as well as changeable message signs.
