San Joaquin County Registrar of Voters Issues Notice of California Presidential Primary Election on March 5, 2024

Stockton, CA – Today, the San Joaquin County Registrar of Voters (ROV) issued the following notice in accordance with the provisions of the Election Laws of the State of California, that on Tuesday, March 5, 2024, there will be a California Presidential Primary Election for the following offices:

QUALIFICATIONS

Party Nominated Offices

Each candidate must be at least 35 years of age, a natural born Citizen of the United States, and must have been a resident of the United States for no less than 14 years at the time of assuming office. Please contact the Secretary of State’s Office for further information or to file for candidacy.

Federal Voter Nominated Offices

Each candidate must be at least 25 years of age, a U.S. citizen for seven years, and a resident of California on the date they would be sworn into office if elected. A sworn statement that the candidate meets documentation requirements per state law is required when nomination papers are filed. There are no district residency requirements for members of Congress.

State Legislative Voter Nominated Offices

Each candidate must be a U.S. citizen, a registered voter and otherwise qualified to vote for that office at the time nomination papers are issued to the person. Candidates must have not been convicted of a felony involving, accepting, or giving, or offering to give, any bribe, the embezzlement of public money, extortion or theft of public money, perjury, or conspiracy to commit any of those crimes. Candidates must have served no more than 12 years in the State Senate, the Assembly, or both, in any combination of terms during their lifetime if they were first elected to the legislature after June 2012 and have not previously served in the State Senate or Assembly. Candidates must have not served two terms in the State Senate since November 6, 1990, if they were elected to the State Senate before June 2012. Candidates must have not served three terms in the Assembly since November 6, 1990, if they were elected to the Assembly before June 2012.

County Nonpartisan Offices

Superior Court Judge: Each candidate must be a citizen of the U.S., registered voter, a member of the state bar for ten years, or have served as a judge of a California court of record for ten years immediately preceding the election. A sworn statement that the candidate meets documentation requirements per state law is required when nomination papers are filed. Candidates must file a Declaration of Intention and a Declaration of Candidacy.

San Joaquin County Board of Supervisors Member: Each candidate must be at least eighteen years of age, a citizen of California, and a registered voter in the district which the candidate seeks to represent for at least 30 days immediately preceding the deadline for filing nomination documents for the office. Supervisor must reside in the district during their incumbency. A sworn statement that the candidate meets documentation requirements per state law is required when nomination papers are filed.

Municipality Offices: Candidates must file with the Stockton City Clerk’s Office and be a registered voter residing within district for a period of not less than 30 days prior to filling nomination documents.

School Districts and Community Colleges: Candidates must be registered voters residing within the district’s trustee area.

County Central Committees

American Independent Party: Each candidate for Member of the American Independent Party County Central Committee must be registered continuously for not less than three months immediately before the time of the presentation of the Declaration of Candidacy and must not have been registered with any other qualified political party for twelve months immediately before filling the Declaration of Candidacy. Not later than 125 days (November 1, 2023) before the presidential primary election, the Secretary of State will compute the number of county central committee members to be allotted in each county. Each candidate must be a registered voter residing in the supervisorial district which they seek to represent.

Democratic Party: Each candidate for Member of the Democratic Party County Central Committee must be registered continuously for not less than twelve months immediately before the time of the presentation of the Declaration of Candidacy and must not have been registered with any other qualified political party for twelve months immediately before filling the Declaration of Candidacy. Each candidate must be a registered voter residing in the supervisorial district which they seek to represent.

Green Party: Each candidate for Member of the Green Party County Central Committee must be registered continuously for not less than three months immediately before the time of the presentation of the Declaration of Candidacy and must not have been registered with any other qualified political party for three months immediately before filling the Declaration of Candidacy.

Peace and Freedom Party: Each candidate for Member of the Peace and Freedom Party County Central Committee must be registered continuously for not less than thirty days immediately before the time of the presentation of the Declaration of Candidacy and must not have been registered with any other qualified political party for thirty days immediately before filling the Declaration of Candidacy.

Republican Party: Each candidate for Member of the Republican Party County Central Committee must be registered continuously for not less than twelve months immediately before the time of the presentation of the Declaration of Candidacy and must not have been registered with any other qualified political party for twelve months immediately before filling the Declaration of Candidacy. Each candidate must be a registered voter residing in the supervisorial district which they seek to represent.

NOTICE IS FURTHER GIVEN that nomination papers may be obtained at the San Joaquin County Registrar of Voters’ Office from Monday, November 13, 2023, 8:00 a.m. until Friday, December 8, 2023, 5:00 p.m. Nomination documents must be filed at the San Joaquin County Registrar of Voters’ Office no later than Friday, December 8, 2023, 5:00 p.m. The deadline to file for offices which an incumbent does not file for by Friday, December 8, 2023, will be extended for everyone except the incumbent until Wednesday, December 13, 2023, 5:00 p.m.

NOTICE IS FURTHER GIVEN that appointment to each elective office will be made in the event there are no nominees or an insufficient number of nominees for the office and a petition for an election is not filed with the elections official within the nomination period described above.

NOTICE IS FURTHER GIVEN that, in accordance with provisions of the election laws of the State of California, the Secretary of State and the San Joaquin County Registrar of Voters will simultaneously conduct a randomized alphabet drawing to determine the order in which the candidates must appear on the official ballot on Thursday, December 14, 2023, at 11:00 a.m.

NOTICE IS FURTHER GIVEN that the last day to register to vote for the Tuesday, March 5, 2024 Presidential Primary Election is Monday, February 19, 2024.

NOTICE IS FURTHER GIVEN that Conditional Voter Registration for the Presidential Primary Election is available from Tuesday, February 20, 2024, through Tuesday, March 5, 2024, including same-day registration at all polling places on Election Day.

NOTICE IS FURTHER GIVEN that Vote-by-Mail ballots will be mailed no later than Monday, February 5, 2024. The last day to request a Vote-by-Mail ballot is Tuesday, February 27, 2024. California Election Code § 3000.5 requires county election officials to send Vote-by-Mail ballots to all active registered voters in the state. If needed, a replacement Vote-by-Mail ballot can be obtained at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA  95202.

NOTICE IS FURTHER GIVEN that the central counting location for Vote-by-Mail ballots is at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA  95202. Signature verification, opening, and processing of Vote-by-Mail ballots will begin Tuesday, February 5, 2024 and continue through Election Day, Tuesday, March 5, 2024, extending into a limited portion of the official canvass period until completed.

NOTICE IS FURTHER GIVEN that the polls will be open for the March 5, 2024 Presidential Primary Election from 7:00 a.m. to 8:00 p.m. on Tuesday, March 5, 2024. A voter's nearest polling place can be found printed on the back cover of their County Voter Information Guide or by visiting the San Joaquin County Registrar of Voters website: www.sjcrov.org

NOTICE IS FURTHER GIVEN that after the polls are closed on Tuesday, March 5, 2024, the Election Day ballots will be transported to the San Joaquin County Registrar of Voters’ warehouse at 7585 S. Longe Street, Suite 112, Stockton, CA  95206. The processing of Election Day ballots from all polling places will commence at 8:00 p.m. this same day and will continue until completion.

NOTICE IS FURTHER GIVEN that the official canvass for the March 5, 2024 Presidential Primary Election will commence at 8:00 a.m. on Wednesday, March 6, 2024 at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA  95202.

NOTICE IS FURTHER GIVEN that, in accordance with provisions of the election laws of the State of California, the San Joaquin County Registrar of Voters’ Office will, on Wednesday, March 6, 2024 at 11:00 a.m., randomly select precincts for a manual tally of one percent (1%) of the ballots cast for the March 5, 2024 Presidential Primary Election. This activity will occur at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA 95202.

NOTICE IS FURTHER GIVEN that on Wednesday, March 13, 2024, the San Joaquin County Registrar of Voters’ Office will begin a manual tally of one percent (1%) of ballots cast for the March 5, 2024 Presidential Primary Election. This manual tally is open to the public and must continue daily until completed, excluding Saturdays, Sundays and holidays unless otherwise directed by the Registrar of Voters. This manual tally must be completed no later than Tuesday, April 2, 2024, and will take place at the San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton, CA  95202. Interested persons may call the San Joaquin County Registrar of Voters’ Office at (209) 468-8683 for more information.

NOTICE IS FURTHER GIVEN that members of the public are welcome to observe any and all of the following activities: The randomized alphabet drawing, Vote-by-Mail ballot processing, Election Day ballot processing, the random selection of precincts for the 1% manual tally, and the 1% manual tally of ballots cast in this election on the date(s) and at the location(s) specified above.

NOTICE IS FURTHER GIVEN that once the 1% manual tally is completed and the election results have been officially certified by the Registrar of Voters, the final official election results will be posted on the San Joaquin County Registrar of Voters website, www.sjcrov.org, and reported to the California Secretary of State in the Official Statement of Votes Cast.
