San Joaquin County Public Works Department to Reopen Washed Out Roads
February 16, 2023

STOCKTON, CA – The San Joaquin County Public Works Department announced today that sections of two roadways that were essentially washed out during the massive flooding events in January, at Kasson Road and at MacArthur Drive near Tracy, have been repaired and reopened as of Wednesday, February 15.

On January 17, a section Kasson Road was completely washed out after an old existing corrugated steel pipe gave way, following a breach in an upstream detention pond. The damage created a large cavity in the roadway approximately 15 feet long and 10 feet deep. Repair work consisted of removing all debris and unsuitable material, placing new roadway fill, reinstalling the 36-inch culvert with concrete pipe and repaving the roadway. Additional erosion protection was placed at the pipe inlet to mitigate against future erosion around the pipe culvert.

On January 16, road damage was observed at MacArthur Drive and resulted in the closure of the roadway. Heavy flows in Corral Hollow Creek resulted in significant soil erosion around the MacArthur Drive Bridge supports and within the channel. The erosion washed away the roadway connecting to the bridge on both ends and approximately three feet of the channel bed. The repair work consisted of reconstructing the roadways approaches on both ends of the bridge and installing rock slope protection at the bridge supports and within the creek to replace lost materials and mitigate against future erosion.

“We understand the inconvenience these closures have caused local residents and are appreciative of the community’s patience as we worked to repair the roadways,” said San Joaquin County Board of Supervisors chairman, Robert Rickman. “We are proud of the swift response by the County’s Public Works team to get these roads safely reopened less than a month after the damage was sustained.”
