In 2009, the San Joaquin County Board of Supervisors adopted Ordinance #4370, also known as the Construction, Demolition and Landscaping Debris Recycling and Diversion Ordinance. This Ordinance requires that all Applicable Projects must divert 50% of
all Construction and Demolition Debris excluding Inert and Organic material AND 90% of Inert and Organic materials from the landfill through reuse and recycling.
All waste materials and materials that cannot be recycled or reused MUST be delivered to a facility designated by San Joaquin County’s Director of Public Works.
The County sponsored C&D Recycling Program is for applicable projects located within San Joaquin County only. No imported C&D materials accepted.

San Joaquin County provides a Construction and Demolition (C&D) Recycling Program at the county’s Lovelace Materials Recovery Facility and Transfer Station and North County Recycling Center and Sanitary Landfill facilities. This program is available to contractors and residents with building or demolition permits issued within San Joaquin County. The program is designed to help local C&D projects achieve the state-mandated (CalGreen) 65% diversion of construction and demolition materials from reaching the landfill.
The county’s C&D Recycling Program accepts C&D materials from any location within San Joaquin County. As this process is very labor intensive, out-of-county C&D materials are not accepted under the county C&D Recycling Program and will be landfilled, placing those delivering these materials into non-compliance. Out-of-county C&D materials should be delivered to outside facilities that recycle C&D waste streams.
People performing C&D projects, especially those signing permits, should be aware that they are solely responsible for meeting the state’s 65% recycling mandate. The county’s C&D Recycling Program can assist in meeting the mandate as long as the waste stream is delivered in a condition where it can be separated for recycling. By separating loads into manageable streams such as metals, wood, or organics and keeping them separated from trash prior to delivery, contractors are helping the county recycle at the highest extent possible. Roofing projects must also comply with the state mandate. Loads of roofing materials delivered to county facilities must be separated into single, clean streams of materials such as asphalt shingles, wood, and other materials. Clean loads of asphalt shingles and wood are easily recycled by the county, helping to increase the diversion of materials from landfills.
People performing C&D projects may also increase recycling rates, save money on disposal costs, and may receive a tax write-off by donating reusable items such as light fixtures, sinks, faucets, doors, etc. to organizations such as Habitat for Humanity ReStore (209-463-1043) or the ReUse People (209-241-3614).
