Confidential Voter Registration

There are three methods of Confidential voter Registration

The California Elections Code provides for voters to register or re-register so that information relating to their residence address, telephone number, email address and other identifying information is declared confidential. In order to be granted confidential registration, a voter must qualify in one of the following ways:

1. "Safe at Home" / Address Confidentiality Program
   Voters may present certification that they are participant in the Safe at Home is California's address confidentiality program administered by the California Secretary of State’s office. This program is also known as the Address Confidentiality for Victims of Domestic Violence, Sexual Assault, and Stalking Program.
   
   The program, which provides a free post office box and mail forwarding service, is designed to help victims and survivors of domestic violence, stalking, human trafficking or sexual assault to start new lives in peace and to provide added protections to their overall safety plans. 2. Public Safety Officers
   The San Joaquin County Board of Supervisors approved the option for Public Safety Officers to register as confidential voters. Under State law, a Public Safety Officer may apply through the San Joaquin County Registrar of Voters. Forms are available from the Registrar of Voters for this purpose.    Public Safety Officers are defined as:
   • A peace officer or a person who may exercise the power of arrest during the course of their employment.
   • An attorney employed by the Department of Justice, the State Public Defender, or a county office of the district attorney or public defender, the US Attorney or the Federal Public Defender.
   • A city attorney or an attorney who represents cities in criminal matters.
   • An employee of the Department of Corrections and Rehabilitation who supervises inmates or in required to have a prisoner in his or her care or custody.
   • State and federal judges and court commissioners.
   • Status as a confidential voter under this provision must be renewed every two years.

1. Court-ordered
   Upon order of a superior court, showing good cause that a life-threatening circumstance exists to the voter or a member of the voter’s household may apply for Confidential Voter Registration Status. Information about this is available from the Registrar of Voters.
