November 22, 2021 - Rescission of EMS Policy Memorandum No. 2021-09, Removal of Kaiser Manteca and Kaiser Modesto from List of Authorized Ambulance Receiving Hospitals

The purpose of this memorandum is to notify emergency ambulance service provider personnel and other EMS system stakeholders that effective Monday, November 22, 2021, Kaiser Hospital Manteca and Kaiser Medical Center Modesto are authorized to receive ambulance patients from the field. October 27, 2021 - Adoption of EMS Policy No. 4010, Public Safety Agency Request for ALS Authorization; and Exhibit A: ALS Program Plan Forms; and Exhibit B: Advanced Life Support Authorization Agreement Standard Terms and Conditions

Based on the enactment of SB 438, a continued interest among public safety agencies to provide ALS services, and a desire by communities to expand ALS availability, SJCEMSA is adopting EMS Policy No. 4010, Public Safety Agency Request for ALS Authorization, and Exhibit A: ALS Program Plan Forms; and Exhibit B: Advanced Life Support Authorization Agreement Standard Terms and Conditions. October 6, 2021 - EMS Policy Memorandum No. 2021-08, Ventilator Implementation

The purpose of this memorandum is to notify the EMS system that starting December 6, 2021, SJCEMSA is authorizing the use of mechanical continuous positive airway pressure (CPAP) machines and mechanical ventilators. To view the policy memorandum, click here.

October 5, 2021 - Flu Vaccine Mandate Issued by San Joaquin Health Officer

Health Officer Dr. Maggie Park, MD, has issued an order directing all Health Care Workers, including prehospital care personnel, to receive a flu vaccination for the flu season (generally November 1 through April 30th). Prehospital care personnel exempt from vaccination will be required to wear a face mask at all times while working. Click hereto read the order. August 26, 2021 - Coronavirus (COVID-19) Health Care Facility Visitor Requirements

The purpose of this memorandum is to notify all San Joaquin County prehospital care service providers (EMS) and San Joaquin County Acute Care Hospitals that proof of vaccination or a negative COVID-19 test is not required for entry of on duty prehospital care personnel (ambulance or first responders) in acute care hospitals, skilled nursing facilities or other licensed facilities. July 1, 2021 – Paramedic Preceptor and Paramedic Accreditation Officer Applications Open

Paramedic Preceptor applications and Paramedic Accreditation Officer applications are now open and will be accepted through July 31, 2021. Applications are available on the SJCEMSA Online Application Portal. The application shall be submitted with a letter of recommendation from your ALS employer verifying that you are in good standing with that employer and the employer intends to use you as a Paramedic Preceptor or Paramedic Accreditation Officer. June 22, 2021 - EMS Policy Memorandum No. 2021-06, Chemical Restraints, Sedation, and Forced Transport

The purpose of this memorandum is to provide direction to all San Joaquin County Base Hospital Physicians (BHP). Effective immediately, BHPs are prohibited from ordering or authorizing advanced life support (ALS) personnel to administer medications for use as a chemical restraint or sedation, except as specifically authorized in San Joaquin County Emergency Medical Services Agency (SJCEMSA) policy. The purpose of this memorandum is to rescind the following SJCEMSA policy memorandums:

The purpose of this memorandum is to rescind the direction on emergency medical dispatch (EMD) call screening regarding COVID-19. This memorandum supersedes Policy Memorandum No. 2020-12 (Revised) issued May 26, 2020, addressing EMD call screening using the Emerging Infectious Disease Surveillance (EIDS) Tool. May 10, 2021- Training Opportunity - Train-the-Trainer Lucas® 3 Chest Compression System, Version 3.1

Train-the-Trainer Lucas® 3 Chest Compression System, Version 3.1 is being offered to San Joaquin County providers that will be using the Lucas® 3 Chest Compression System, Version 3.1, in the San Joaquin County EMS system. Six sessions have been scheduled and you can register to attend one of the sessions by logging into the new online application portal (https://sjcems.imagetrendlicense.com/lms/public/portal#/login). Click here for the course flyer. The courses will be two (2) hours and instructed by the Stryker clinical team. Participants that successfully complete the course will be offered two (2) hours of EMS CE, by California EMS CE provider 39-0001. This course is offered at no cost to participants.

The purpose of this memorandum is to direct all San Joaquin County Acute Care Facilities (ACF) to submit a Coronavirus (COVID-19) Bed Poll Spreadsheet to the San Joaquin County EMS Agency (SJCEMSA) each day by no later than 11:00 AM. SJCEMSA will summarize the information collected and issue a report to authorized users for situational awareness and advanced planning for the current public health emergency. The March 26, 2021, Paramedic Preceptor Conference has been rescheduled to Friday, June 11, 2021. Preceptors may enroll online at https://www.sjgov.org/ems/events. To maintain paramedic preceptor authorization per EMS Policy 2570, Paramedic Preceptor Authorization, you shall attend at least one conference per year. January 22, 2021 - EMS Draft Policies Available for Public Comment Until March 8, 2021

The San Joaquin County EMS Agency (SJCEMSA) is soliciting comments for draft revisions to several EMS Policies. These draft policies and forms may be viewed or downloaded from the Draft Policies page. The 45-day public comment period ends March 8, 2021. January 21, 2021 - AMR Compliance Report for November and December 2020

The San Joaquin County EMS Agency has completed its evaluations of American Medical Response (AMR) for November and December 2020 performance under their exclusive emergency ambulance service agreement. The AMR agreement establishes accountability for meeting specific standards and provides the EMS Agency with complete access to data and information on AMR's operational, clinical, and administrative performance. January 19, 2021 - Revision to EMS Policy No. 5700, Advanced Life Support Treatment Protocols

This is to notify EMS personnel of changes to EMS Policy No. 5700, Advanced Life Support Treatment Protocols, issued on June 1, 2020. Version 1.4 is now available on the SJCEMSA Policies webpage and has been updated on the SJCEMSA mobile application through the Apple App Store or Google Play Store. January 12, 2021 - San Joaquin County Accredited Paramedics Needed for Hospital Staffing

Please be advised that all General Acute Care Hospitals are authorized to hire paramedics and EMTs as outlined in SJCEMSA Policy Memorandum No. 2021-01 (Revised): Coronavirus (COVID-19) Authorization for General Acute Care Hospitals to Employ and Use Prehospital Care Personnel. Currently, Dameron Hospital Association (DHA) and Adventist Health Lodi Memorial Hospital (AHLMH) are recruiting for temporary, per diem, and variable shifts. AHLMH and DHA report great success in both hiring and utilizing paramedics to assist within their facilities.
