December 24, 2020 – COVID-19 Vaccination Appointments for Prehospital Personnel

San Joaquin County Emergency Medical Services Agency has arranged for prehospital care personnel working in San Joaquin County to obtain COVID-19 vaccinations through San Joaquin County Clinics. Eligible personnel may schedule an appointment for a COVID-19 vaccination by calling 468-6820. When scheduling your appointment please identify yourself as a prehospital care provider in San Joaquin County. SJC Clinics is providing the vaccination service at no charge to the first responders included in the initial rollout in Phase 1A. Please keep in mind that the ultra-cold storage logistics and scarcity of the vaccine adds to the complexity of the vaccine distribution. December 23, 2020 - EMS Policy Memorandum No. 2020-35, Coronavirus (COVID-19) System Status Management

The purpose of this memorandum is to specify temporary procedures for Valley Regional Emergency Communications Center (VRECC), the designated EMS dispatch center for San Joaquin County, and emergency ambulance service providers to implement in response to existing public health emergency and the escalating demand for ambulance requests. December 18, 2020 - EMS Policy Memorandum No. 2020-18 (Revised v.5), Coronavirus (COVID-19) Daily ACF Bed Polling

December 11, 2020 - Paramedic Preceptor Applications Due by January 8, 2021

Due to system needs, paramedic preceptor applications are now open for submission until January 8, 2021. Applications are available on the Paramedic Preceptor Authorization & Re-authorization page. The application must be submitted to SJCEMSA with a letter of recommendation from the ALS employer verifying good standing and that the employer intends to have the paramedic perform duties as a paramedic preceptor. The peer review oral board interviews will be scheduled for February 2021. Interviews will be scheduled in the order the applications are received. Applicants approved by the peer review oral board will be scheduled to attend the paramedic preceptor training in March 2021. Please contact the EMS office with any questions.

November 23, 2020 - EMSA STEMI & Stroke Summits

Emergency Medical Services Authority (EMSA) is planning for two half-day virtual summits in June 2021. The summit aims to provide updates in ST-Elevation Myocardial Infarction (STEMI) and Stroke management, optimizing systems, integration of care, and new technologies for managing the STEMI and Stroke patients. November 6, 2020 - EMS Draft Policy Available for Public Comment

The San Joaquin County EMS Agency (SJCEMSA) is soliciting comments for draft revisions to EMS Policy No. 5700, Advanced Life Support Treatment Protocols (ATRA-02). The draft and public comment forms may be viewed or downloaded from the Draft Policies page. The 30-day public comment period ends December 07, 2020. The purpose of this memorandum is to notify EMS personnel of changes to EMS Policy No. 5700, Advanced Life Support Treatment Protocols, issued on June 1, 2020. These changes reflect the feedback provided by individual paramedics, MICNs, base hospital physicians and members of the CQI Council during the initial evaluation of the ALS protocols. September 28, 2020 - Updated EMS Policies

September 22, 2020 - Flu Vaccine Mandate Issued by San Joaquin Health Officer

Health Officer Dr. Maggie Park, MD, has issued an order directing all Health Care Workers, including prehospital care personnel, to receive a flu vaccination for the flu season (generally November 1 through April 30th). Prehospital care personnel exempt from vaccination will be required to wear a face mask at all times while working. Click here to read the order. September 16, 2020 - SJCEMSA Welcomes EMS Coordinator

Jared Bagwell has joined the SJC EMS Agency as an EMS Coordinator. Mr. Bagwell has 30 years of EMS experience, inlcuding time serving as a Paramedic, 911 Emergency Medical Dispatcher, volunteer firefighter, and served in USCG in the 90’s. Mr. Bagwell has served as a Paramedic Field Supervisor and Emergency Communications Director in Modesto/Stockton area, including EMS System and Emergency Communications consulting, and has also held roles as 911 Ambulance Operations Manager for Monterey County and as an EMS Analyst for Monterey County EMS Agency.

August 31, 2020 – Amended Ambulance Ordinance of San Joaquin County (Ordinance No. 4563)

Ordinance No. 4563, known as the Ambulance Ordinance of San Joaquin County, has been amended to allow for the operation of litter vans and revised the processes for issuing ambulance permits. Ordinance No. 4563 was passed and adopted by the San Joaquin County Board of Supervisors on August 18, 2020. The Ordinance may be viewed on the Policies webpage.

August 24, 2020 - Rescinded EMS Policy Memorandum No. 2020-21: Coronavirus (COVID-19) Air Ambulance Availability

July 16, 2020 - Second Federal Medical Assistance Team Deployed to San Joaquin County - Hospital Admissions Increasing Amid COVID-19

Based on rising hospitalizations for COVID, a second federal medical assistance team of nurse practitioners, respiratory therapists, registered nurses and ICU technicians is being deployed to San Joaquin County. According to Dan Burch, San Joaquin County EMS Administrator this team will be assigned to Dameron Hospital in Stockton, CA to increase intensive care unit capacity and medical/surgical bed capacity for San Joaquin County. July 15, 2020 - Federal Medical Assistance Team Deployed to San Joaquin County - Hospital Admissions Increasing Amid COVID-19

The San Joaquin County Emergency Medical Services Agency with the cooperation and approval of the California EMS Authority and Adventist Health Lodi Memorial Hospital has arranged for the deployment of a federal medical assistance team to Adventist Health Lodi Memorial Hospital to expand intensive care bed capacity in San Joaquin County. The federal medical assistance team of twenty (20) personnel including physicians, nurse practitioners, respiratory therapists, and registered nurses arrived today Wednesday, July 15, 2020.

“The deployment of the federal medical assistance team to San Joaquin County will increase intensive care bed capacity by up to 15%. However, hospital staffing shortages remain a challenge for all of our hospitals,” said Dan Burch, San Joaquin County EMS Administrator. To view the full press release, click here.

July 14, 2020 - Public Safety Agency Request for ALS Authorization

Today, the San Joaquin County Emergency Medical Services Agency (SJCEMSA) released a memorandum rescinding EMS Policy Memorandum 2020-29 and discontinuing the process to enact draft SJCEMSA Policy No. 4010, Public Safety Agency Request for ALS Authorization; and Exhibit A: Proposed ALS Program Plan Forms; and Exhibit B: Advanced Life Support Authorization Agreement Standard Terms and Conditions.

Public safety agencies interested in being authorized to perform advanced life support (ALS) services pursuant to Health and Safety Code, Division 2.5, Sections 1797.178 and 1797.206 may submit an ALS plan to SJCEMSA pursuant to Health and Safety Code, Division 2.5, Section 1797.223(d).

The next EMS Liaison Committee meeting is rescheduled for Friday, July 24, 2020 beginning at 9AM. June 8, 2020 - Rescinded EMS Policy Memorandum No. 2020-11, Coronavirus (COVID-19) Patient Contact Notification

Effective today Policy Memorandum No. 2020-11 is rescinded. This action is based on several factors most notably the absence of reported exposures to prehospital care personnel after being notified of COVID-19 patient contacts. The absence of reported exposures is likely attributable to the proper use of personal protective equipment (PPE) by prehospital care personnel which is effective in preventing the transmission of COVID-19.

The San Joaquin County EMS Agency (SJCEMSA) voluntarily offered to provide this service for prehospital care personnel serving San Joaquin County in order to facilitate Governor Newsom’s executive order for maintaining an adequate healthcare workforce. SJCEMSA initiated this process with the understanding that it would be discontinued once the process over taxed resources. It is necessary at this time to reallocate SJCEMSA’s clinical personnel to other functions including the management and distribution of anti-viral medications for hospitalized COVID-19 positive patients.

June 1, 2020 - San Joaquin County OES: New Lead Agency for the San Joaquin All Hazards Incident Management Team

The San Joaquin County EMS Agency is announcing that effective June 1, 2020, the San Joaquin County Office of Emergency Services has assumed administration of the San Joaquin County All Hazards Incident Management Team including the processing of membership applications. Since 2011, the San Joaquin County EMS Agency voluntarily served as the administrative body for the San Joaquin County Operational Area All Hazards Incident Management Team.

April 24, 2020 - Representative Josh Harder Delivers Thousands of Items of Donated Personal Protective Equipment (PPE) to San Joaquin County

On April 24, 2020, Representative Josh Harder delivered 20,000 surgical masks and 1,000 face shields to the San Joaquin County Emergency Medical Services (EMS) Agency’s medical logistics base for distribution. Representative Harder’s actions will help the medical mutual aid system provide much needed PPE supplies to skilled nursing facilities, assisted living facilities, and community clinics in all five Supervisorial Districts in San Joaquin County.
Since February 6, 2020, the San Joaquin County EMS Agency Medical Logistics Base has distributed over 700,000 units of PPE to hospitals, skilled nursing facilities, assisted living centers, ambulance services, community clinics, fire departments, individual physician and dentist practices, and other organizations throughout San Joaquin County.

April 23, 2020 – EMS Policy No. 5700, Advanced Life Support (ALS) Treatment Protocols Implementation Date

San Joaquin County Emergency Medical Services Agency EMS Policy No. 5700 ALS Treatment Protocols implementation date is Friday, May 1, 2020. A copy of the policy can be found on our Policies page. The original implementation date was scheduled for April 1, 2020; however, due to the developing impact of COVID-19, SJCEMSA extended the implementation date. SJCEMSA is proceeding with an implementation date of May 1, 2020 in order to ensure a high level of patient care during this public health emergency. April 7, 2020 - State Launches Portal to Purchase or Receive Medical Equipment

The California Office of Emergency Services (Cal OES) launched a new link for individuals, businesses, and manufacturers seeking to sell or donate needed medical equipment and supplies. The direct link is: https://contributions.covid19.ca.gov/, and can also be accessed from the state’s www.covid19.ca.gov page on the right-hand side under the “How to Help” section.
The link prompts visitors to fill out an online form that will be reviewed by a team of Cal OES analysts. The state is most acutely in need of personal protection equipment and sanitation supplies, and welcomes all offers to donate or sell these items. Residents, businesses, and manufacturers in San Joaquin County can connect directly with Cal OES: https://contributions.covid19.ca.gov/.

April 7, 2020 - EMS Policy Memorandum No. 2020-20, Coronavirus (COVID-19) Lab Testing for First Responders and Prehospital Personnel

SJCEMSA now has a limited quantity of Advanced Life Support (ALS) Protocol Books available for sale. April 1, 2020 – San Joaquin County Emergency Medical Services Agency (SJCEMSA) Personnel Applications

All EMT certifications and paramedic licenses with expiration dates for March, April, May, and June have been extended to July 31, 2020, per Executive Order N-39-20 issued by the Governor. You may verify your status online here. During this public health emergency, SJCEMSA is encouraging all EMS personnel who must submit an initial or renewal personnel application to submit their applications via mail. You may send the applications to PO Box 220, French Camp, CA 95231. We strongly discourage sending cash and personal checks are not accepted. Money orders, business checks, and credit card authorization forms are accepted. You may find a copy of our credit card authorization form here. If you must come in to the office, it will be by appointment only and a safety officer will greet you at the door to do a health screening to ensure the safety of all personnel. The San Joaquin County EMS Agency (SJCEMSA) is soliciting comments for EMS Policy No. 4010, Public Safety Agency Request for ALS Authorization and its exhibits until April 27, 2020. March 11, 2020 - EMS Medical Director, Dr. Katherine Shafer’s Message to EMS Community Regarding Concerns Raised about COVID-19

The Stockton Professional Firefighters Union emailed a letter to the EMS Agency medical director expressing their concerns with Dr. Shafer’s issuance of EMS Policy Memorandum No. 2020-04, Coronavirus (COVID-19) and Emerging Infectious Disease. Dr. Shafer has issued a response that states in part: “As the medical director for SJCEMSA I felt it was necessary to be proactive by exceeding the CDC recommendations in order to protect prehospital care personnel from exposure. I accomplished this by issuing Policy Memorandum No. 2020-04, that provided medical direction assuming the existence of community transmission of COVID-19. This forward thinking proactive approach was supported by San Joaquin County Public Health Services and constituted a medical best practice.” Copies of the union’s letter and Dr. Shafer's written response are available here.

 

February 18, 2020 - Paramedic Preceptor Applications Due by March 10, 2020

Due to system needs, paramedic preceptor applications are now open for submission until March 10, 2020. Applications are available on the Paramedic Preceptor Authorization & Re-authorization page. The application must be submitted to SJCEMSA with a letter of recommendation from the ALS employer verifying good standing and that the employer intends to have the paramedic perform duties as a paramedic preceptor. The peer review oral board interviews will be scheduled for March 26, 2020. Interviews will be scheduled in the order the applications are received. Applicants approved by the peer review oral board will be scheduled to attend the paramedic preceptor training on April 7, 2020. Please contact the EMS office if you have any questions.
