EMS System Assessment Process

    Phase 1

    Work in this phase will include facilitating and executing a comprehensive assessment of the current EMS system, including a process for in-person stakeholder input. The assessment and resulting recommendations will minimally address each of the subject areas, identifying the current state and recommended future state of each subject.

    The CONTRACTOR will provide to the COUNTY, a professionally written report that reflects the comprehensive assessment and resulting recommendations.

    Phase 2

    Work in this phase will include the development and management of a competitive process for exclusive ALS emergency and non-emergency ambulance services within the current EOA structure or other multiple EOA models. The CONTRACTOR will conduct the request for proposal (RFP) with appropriate confidentiality to protect the competitive nature of the RFP. The RFP must rely on the system assessment and stakeholder feedback process conducted by the CONTRACTOR during the Element 1 phase.

    Phase 3

    Assist in the establishment of an agreement with the selected vendor, including contract negotiations consistent with the vendors RFP response.
