Monday, May 5, is the start of the 2025-2026 Open Enrollment period. Your personalized enrollment form and required notices were mailed to your address on file this week. Important dates to remember:
Open Enrollment begins May 5-23;
Changes made during Open Enrollment will be effective June 30;
The first paycheck reflecting Open Enrollment changes will be July 4;
You can make/submit changes several ways:
Online: Access the PeopleSoft Employee Self-Service Enrollment portal (Open Enrollment Tile) This will be available May 5th -23rd.
    • Hard copy form: Submit your 2025-2026 personalized Benefits Enrollment Form (mailed to you) by:

Congratulations and Welcome to San Joaquin County!

To enroll in any County-offered benefit options, you must attend an Employee Benefits Orientation session. Benefits Orientation is a 2-day mandatory New Employee Orientation (NEO): Offered every-other Monday and Tuesday (of payday week)

You will have 60 days to enroll for benefits! Once a year during Open Enrollment or within 60-days of a Qualifying Life Event you may make changes.

Your comprehensive benefits package includes: Medical, Dental and Vision, Life Insurance and flexible Spending Account option for dependent care account and unreimbursed healthcare expenses and a deferred compensation plan and Employee Assistance Program and other Voluntary Products such as accident and cancer insurance.

Qualifying Life Events for benefit changes outside of Open Enrollment

When can I enroll dependents outside of Open Enrollment?

  • When you enroll yourself as a new employee
  • Within 60 days of a change in status, such as birth, adoption, marriage, registered domestic partnership, even if you are on a leave of absence. LATE ENROLLMENT IS NOT ALLOWED.
  • Within 60 days of dependents' loss of another employer's group coverage. LATE ENROLLMENT IS NOT ALLOWED.
  • To comply with a Qualified Domestic Relations Order issued by a Court.

Your requested election change must be consistent with and on account of your qualifying status change. You must make the enrollment change within 60 days of the qualifying event.

How do I delete dependents who are no longer eligible?

  • Dependents may be deleted within 60 days of the effective date of coverage under another health plan.
  • You must delete dependents who are no longer eligible within 60 days of a change in status -divorce.
  • You must complete an enrollment form from all applicable plans to delete dependents that become ineligible.
  • You could be held responsible for claims paid for ineligible dependents.

    Part Time employees are eligible for health benefits only after working for the County for at least one year (measurement period). Eligibility is based on a minimum number of required hours worked which is:

    Plan C (1300 hrs.)

    For employees who work an average of 25-29.9 hours/week in the measurement period, these employees get access to Plan C only.

     

    ACA (1500 hrs.)

    For employees who work an average of 30 or more hours/week in the measurement period, these employees get access to all plans available to full time employees.

     

    NOTE: County pays 80% for employee-only medical and employee pays 20%. Below groups can't enroll a spouse but can enroll dependent children at full premium cost. No Dental/Vision coverage is offered.


    PART-TIME PREMIUM EMPLOYEE, receive benefits the same as full-time employee.

    The Deferred Compensation Advisory Committee (DCAC) assists the Director of Human Resources (Plan Administrator) on plan operations and strategy for the County's Deferred Compensation plans. The DCAC consists of seven members: the Director of Human Resources, a member of the Board of Supervisors, the San Joaquin County Auditor-Controller, the San Joaquin County Treasurer-Tax Collector, the Assistant County Administrator, two employee Participant Representatives, and one employee Alternate Representative. Additionally, the County has an independent consultant to act as the Deferred Compensation plans' investment and compliance advisor, which is the Hyas Group. The Committe meets quarterly on the last Thursday of the following months: January, April, July and October.
