This project proposes the establishment and continued use of a rural property in Tracy, California as a base of operations for a guided horseback trail riding business known as Cowboy Trail Rides. The property will not be used for riding activities or trails, which are conducted off-site at designated outdoor locations with prior landowner permission or public access approval. The subject site will be used solely for support functions, including the housing and care of horses, guest check-in, and staging for rides. Existing on-site improvements include fenced pasture areas, horse corrals, a small guest check-in room, portable restrooms, and a gravel parking area for customers. No new permanent structures are proposed as part of this application. The business operates by appointment only, primarily on weekends and select weekdays, with guests arriving at the property to check in before being transported to the off-site trailhead locations. Project Purpose: The purpose of this project is to construct and operate  a commercial prototype anaerobic digestion facility by configuring two above-ground cow manure "digesters" that work in a "plug and flow" fashion. These digesters are intended to capture and contain methane from the dairy cow manure currently stored in the regulatory compliant excrement "ponds" on the dairy property. Existing Site Conditions: The project is proposed for Frank Borges Dairy, an approximately 1500-head dairy farm that is located at 8350 E. Brady Road in Manteca, CA.  The location of the proposed project is near the southern border of the dairy farm parcel. Surrounding Uses and Conditions: The surrounding land uses are primarily agricultural, with dairies, farmland, and orchards. These lands are considered prime farmland and lands of statewide importance. The land on which the Borges is located is designated as Confined Space Agriculture.  There are a few residences nearby associated with agricultural operations.  The City of Ripon is located approximately 4 miles east of the project site. Site Plans and Structures: The proposed project is the construction of two commercial prototypes anaerobic digesters within four-sided, open-top, above ground containment units located on the southern boundary of the dairy adjacent to Hutchinson Road. The two identical containment structures are intended to be 40 feet wide by 180 feet long comprising 7,200 square feet each.  The structures will be 12.5 feet in height with a concrete base in which the anaerobic digester  consisting of a heavy mil rubber bladder will  be situated. The containment structures will be created using off-the-shelf branded "Fox Blocks" that consist primarily of rebar and concrete that are commercially available and have been validated as structurally sound and watertight and provide R40 insulation factor. Combined with the internal bladder the concrete structures serve as a double liner in compliance with current containment regulations.  In addition, there will be a third external bladder to be used as emergency methane gas containment in lieu of a combustion flare, which essentially burns the biogas and  would otherwise create associated environmental impact.  The AD system will be developed on an approximately 3-acre pad which will be graded for construction and development purposes.  There will also be associated biogas conditioning and treatment equipment to upgrade and âcleanâ the biogas to biomethane along with the AD systems. Operations: Manure wastewater from the preexisting regulatory compliant  lagoons on the dairy property will be pumped approximately 100 yards into the digester bladders via a nonÂcombustion based flush pump system. The methane output from the bladders will be placed into renewable natural gas transport trucks for delivery to a natural gas pipeline receipt point or end-user(s). In the event of some type of upset condition from the bladder, any released manure wastewater will be diverted from the secondary concrete containment structure directly back to the original manure containment ponds with the aid of  a non-combustion pump.  While the property will continue to be fully operated by the dairy owner/operator, the construction and operation of the digester facilities and project will be by Orland Power Solutions. Transportation and Circulation: The gas transport tanker trucks will transport from the dairy on Brady Road to the 4-lane main Manteca Road thoroughfare.  It will then be driven approximately seven miles to the main CA-99 or less than two miles to the CA-120 highway for transport to an approved injection site or end-user customer(s). It is anticipated that there will be up to 12 truck trips per month when the project becomes fully operational. | |

RE REFERRAL A Conditional Use Permit for a religious assembly to be constructed in 2 phases over 5 years. Phase 1 to include construction of a single story, 34,439 square foot building containing an assembly hall, dining hall, kitchen, office, meeting room, restrooms, shoe room, storage rooms, lobby, and wedding rooms.
