The following are the services provided and the rates charged for the 2024-2025 fiscal year (per Single Family Equivalent):

  • Water - $968.64 annual flat rate for unmetered properties. Metered properties pay a fixed charge per billing cycle based on metered size and a metered rate of $5.61 rate per 1,000 gallons.
  • Swimming Pool Refill - Water rate for regular customers: $6.16 per 1,000 gallons; and out-of-area water rate: $9.24 per 1,000 gallons
  • Sewer - $1,024.00 annual rate
  • Street Lighting - $12 annual rate

RATE INCREASE INFO - A multi-year increase for sewer charges became effective fiscal year 2021-2022. Please see the Engineer's Report for rate information.

Public Notice: Upcoming Water System Improvements in Colonial Heights and Lincoln Village

San Joaquin County Public Works is excited to announce the upcoming construction of the Colonial Heights & Lincoln Village Water Replacement Phase 1A Project.

SJC Colonial Heights and Lincoln Village MailerThis important project will improve water service reliability by:
  • Installing approximately 11,500 lineal feet of new water mains
  • Upgrading 190 service laterals and meter boxes
  • Abandoning existing backyard water mains in place

Construction will take place across both the Colonial Heights and Lincoln Village Water Districts. These improvements are designed to enhance the overall performance and efficiency of the water system for our residents.

The Project is fully funded through a grant from the California Department of Water Resources (DWR), under the Proposition 1 Round 2 Integral Regional Water Management (IRWM) Implementation Grant Program.

We appreciate your patience and cooperation during construction and look forward to delivering these important upgrades to our community. Here's what to expect during construction.

  • Some roads may be temporarily closed to through traffic; however, residential access will always be maintained.
  • Parking and driveway access may be restricted during construction activities; however, full access will be available at night.
  • Brief interruptions to the water service may occur as final connections are made and cleaning operations are completed.
  • The contractor will provide advance notification of any planned service disruptions.

Additional updates regarding the construction schedule and impacts will be provided as the project moves forward.

Financial Information

The fund balance chart below shows how much money your district has saved for operating and capital replacement reserves. Your reserves are used to cover unanticipated operating expense increases, as well as pay for planned/anticipated future projects to replace or repair your system components. .
