District Attorney Investigators Recognized by Manteca Rotary

Stockton- Today, the Manteca Rotary Club honored San Joaquin County District Attorney’s Office Bureau of Investigations Investigators Raquel Betti and Robert Rench as the recipients of the Don I. Asher Memorial Officer of the Year Award.

The Don I. Asher Memorial Officer of the Year Award acknowledges those in law enforcement who perform exemplary contributions to the citizens of San Joaquin County. Investigator Betti and Investigator Rench were nominated and selected due to their crucial roles in successful Electronic Benefits Transfer (EBT) theft operations and investigations. According to the San Joaquin County Human Services Agency, the efforts to combat EBT fraud have saved the taxpayers over $1,000,000 in the last six months alone.  

“I am incredibly proud of Investigator Betti and Investigator Rench on this well-deserved distinction,” said District Attorney Ron Freitas. “The District Attorney’s Office Bureau of Investigations are dedicated law enforcement officers who handle complex investigations and assist in the successful prosecution of cases. I appreciate their efforts as representatives of the District Attorney’s Office.” 

“Thanks to Investigator Betti and Investigator Rench’s efforts, San Joaquin County and the District Attorney’s Office is a leading agency in the State taking on a strong approach to combatting EBT theft,” said Lieutenant Angel Carrazco, IMPACT Unit Supervisor. 

Investigator Raquel Betti has 32 years in law enforcement. Before joining the District Attorney’s Office, she served with Stockton Police Department for 26 years. Through her career, Investigator Betti has worked Patrol, Homicide, School Resource Officer, and in the Missing Persons unit. In October 2016, Investigator Betti joined the District Attorney’s Office as a Criminal Investigator and was assigned to the IMPACT Unit, investigating Welfare Fraud and more. 

Investigator Robert Rench has 17 years in law enforcement. Robert served in the Marine Corps before joining Lodi Police Department in 2006. Over the course of his career at Lodi Police Department, he worked Patrol, Investigations, School Resource Officer, SWAT, and a Field Training Officer. In 2020, Investigator Rench joined the District Attorney’s Office as a Criminal Investigator. He was assigned to the IMPACT Unit and worked alongside Investigator Betti.
