The Development Services staff is the primary liaison with the County’s Community Development Department. We review private development applications and apply the County’s development title requirements on public works related issues for development projects. Development Services also represents Public Works at the Planning Commission and at Board of Supervisors meetings when development projects are discussed.
Development Services reviews improvements plans for work in County rights-of-way and subdivision improvement plans. We also process various Public Works infrastructure agreements related to deferred frontage improvements and irrevocable offers of dedication.
Development Services staff furnishes data required for development proposals, such as flood zone and underground infrastructure information. The Department’s permit counter resides within the Development Services Division. At our front counter, permits are issued for encroachments in County rights-of-way, transportation permits and other excavation related permits. We also review and process road closure requests related to construction work or special events, and issues building permit releases to the Community Development Department.
Public Works is excited to announce our new Public Works electronic plan check portal, also known as “goPost”. This system will allow you to submit documents for review and approval electronically and will facilitate a more streamlined process of submittal, review, resubmittals and ultimately, approvals. It will also help us to manage comment histories and version control. The San Joaquin County Public Works portal can be accessed here.
Development Services also reviews and comments on development proposals referred from other City and County jurisdictions, as well as annexation proposals received from the Local Agency Formation Commission (LAFCo). We partner with the Community Development Department on annual quarry inspections and quarry related financial assurances.
