City of Lodi Celebrates Grand Opening of Reimagined Housing on Main Street

Today, the City of Lodi today celebrated the grand opening of the Main Street Transitional Housing Project, a newly rehabilitated facility located at 22 S. Main Street. The project transforms the former Deluxe/Star hotel into a safe, supportive living environment designed to serve individuals experiencing housing instability with linkages to behavioral health services.

Lodi, CA – Today, the City of Lodi today celebrated the grand opening of the Main Street Transitional Housing Project, a newly rehabilitated facility located at 22 S. Main Street. The project transforms the former Deluxe/Star hotel into a safe, supportive living environment designed to serve individuals experiencing housing instability with linkages to behavioral health services.

“With this partnership we are aiming to fill the gap between treatment, transitional housing, and permanent supportive housing,” said District Four Supervisor Steve Ding. “The project includes a new stepping stone in the housing continuum: a stabilization transitional housing option for those moving from behavioral health residential treatment. This model combines independent living and treatment compliance from a client health and wellbeing lens.”

The Main Street project was completed in two phases. Phase 1, completed in March 2025, included property acquisition, closing costs, and essential interior improvements such as shower repairs, elevator upgrades, and lobby renovations.

Funding for Phase 1 included $3 million from the Housing and Homelessness Incentive Program, administered by the California Department of Health Care Services in partnership with the Health Plan of San Joaquin. An additional approximately $500,000 was provided through the Regional Early Action Planning (REAP) Program, administered by the California Department of Housing and Community Development and awarded through the San Joaquin Council of Governments.

Phase 2 focused on further interior and exterior enhancements, including painting, flooring, furnishing, and façade and sidewalk improvements. This phase was supported by $500,000 in Community Project Funding, secured as a congressional earmark through the office of Representative Josh Harder.

"This project is a transformational resource to get folks back on their feet and on the path to lifelong stability," said Representative Harder. "That's why we fought so hard to secure federal funding for this project. I'm committed to continuing to fight for investments that help revitalize Main Street and Lodi communities."

Once fully operational, the facility will provide transitional and supportive housing with access to case management and wraparound services tailored to individual needs. Services will be delivered by San Joaquin County Health Services and Behavioral Health Services, with support from Central Valley Low-Income Housing and Domus, ensuring a coordinated and comprehensive approach to care.

Health Plan of San Joaquin CEO, Lizeth Granados noted, “The Reimagined Housing on Main Street Project is a meaningful milestone for our community and the members we serve. Many of our members face housing instability, and this facility provides safe, stable housing paired with the coordinated services critical for long term health. Through strong partnerships with our local providers, we’re proud to advance an integrated model of care that helps residents regain stability, dignity, and a clear path forward.”

Prospective residents are anticipated to be referred through various local service providers, including the Lodi Access Center and The Salvation Army, with eligibility criteria established by the program operator. Individuals must also be enrolled in an eligible health plan, including Health plan of San Joaquin, Health Net or Medi-Cal.

The facility includes a comprehensive, City-managed security system, with 24/7 cameras in residential hallways and exterior views, supporting a safe and well-managed environment for residents and the surrounding community.

The Reimagined Housing on Main Street project underscores the City of Lodi’s ongoing commitment to expanding housing opportunities and addressing homelessness, with a focus on serving those most vulnerable, through strategic investment, strong partnerships, and community-focused solutions.
