The Design Engineering Division develops and delivers capital improvement projects for the Department of Public Works. In-house engineering staff and/or consultants prepare project Plans, Specifications and Estimates, which are then adopted by the Board of Supervisors and advertised/awarded for construction bids.
Design Engineering also provides technical, budgetary, administrative assistance, and Real property services to other Divisions within the Department. Real property activities include: negotiating acquisition or disposition of real property and property rights for the County; property title research and reports; encumbrances; permits to enter and construct improvements; and real property analysis and appraisal. Requests for abandonment, termination of maintenance, closure of public rights-of-way and easements are also processed.
Other Division responsibilities include: the preparation of agreements and technical reports; roadway operation and maintenance programs; administration of the construction, road district and engineering operating budgets; keeping record of the number of miles of maintained roadway; administration of the pavement management system; and data collection and analysis. Lastly, this Division procures, administers, and manages various local, State, and Federal funding programs, including coordination with various associated agencies.

The Design Engineering Division provides design services for various projects for the Department of Public Works, other County Departments, Assessment Districts, Special Districts and grant projects. In addition to preparing plans, specifications, engineering studies, cost estimates, and documents, the Division provides technical, budgetary, and administrative assistance to other Divisions, Special Districts, governmental agencies, and utility companies.
In addition to its assigned engineering projects, this Division also directs and supports real property activities for all other Divisions within the Department. Real property activities include: negotiating acquisition or disposition of real property and property rights for the County; property title research and reports; encumbrances; permits to enter and construct improvements; and real property analysis and appraisal. Requests for abandonment, termination of maintenance, closure of public rights-of-way and easements are also processed.

Lastly, this Division procures, administers, and manages various local, State, and Federal funding programs, including coordination with various associated agencies.
