The Community Infrastructure Engineering (CIE) team provides administrative, technical, and engineering support related to the utility services provided by the County.  CIE manages 100+ dependent special districts governed by the Board of Supervisors, most of which provide water, sewer, storm drainage, and/or street lighting services. CIE’s primary efforts include rate setting, capital improvement project planning and delivery, capacity analysis, and budget development for these districts. CIE also administers the Public Works segment of the County’s Community Development Block Grant Program, which funds improvements in low-income areas within unincorporated San Joaquin County.
