Lot Line Adjustment

Lot Line Adjustments provide a method to review and approve adjustments to boundary lines between at least two, but no more than four, existing adjoining parcels.

You must apply online through San Joaquin County’s Online Permitting System. First time users will need a valid email address to set up an account. It takes about 5 minutes to create a new account.

Step 1: INITIAL CONSULTATION

Applicants are encouraged to consult with Community Development Department staff prior to submittal of an application. 

Step 2: SUBMIT APPLICATION

The following items are required to submit an application:
  1. Indemnity Form with signatures from all property owners
  2. Site Plan (Note: Site Plans for projects that result in new development must be stamped and signed by a California licensed/registered Architect or Engineer [Business and Professionals Code Section 5537])
  3. The Recorded Deed/Legal Description of the Property
  4. Services: If a service connection to any public facility (water, sewer, or storm drainage) is proposed, a "will-serve" letter from the appropriate entity is required at the time of filing.

Step 3: APPLICATION ACCEPTED

Planning staff will review your application for acceptance. Once accepted, you will be sent information regarding payment of the appropriate fee through the Online Permitting System and via email. The current fee schedule is linked in the column to the right. 

Step 4: FEE PAYMENT

The following forms of payment are accepted:

  1. Credit Card: Payable through the Online Permitting System or in person at the Planning Counter. A processing fee applies. 
  2. Debit Card: Payable through the Online Permitting System or in person at the Planning Counter. A processing fee applies.
  3. Check: Payable in person at the Planning Counter. Checks must be made payable to "San Joaquin County Treasurer."
  4. Cash: Payable in person at the Planning Counter.

The Zoning Administrator shall approve Lot Line Adjustments, subject to the following standards:

  1. The lot line adjustment will result in the transfer of property between at least two, but no more than four, existing adjoining legal parcels. Parcels are adjoining only if each of the parcels proposed for adjustment abuts at least one of the other parcels involved.
  2. The lot line adjustment will not create a greater number of parcels than originally existed.
  3. The lot line adjustment should not increase the number of parcels that do not meet the minimum parcel size for their zone. Parcels that equal or exceed the minimum parcel size established by the applicable zone shall not be reduced by the lot line adjustment to below the minimum parcel size unless an equal number of parcels involved in the lot line adjustment that are located within the same zone and are smaller than such minimum parcel size prior to the lot line adjustment will be increased by the lot line adjustment to exceed the minimum parcel size.
  4. No public utility easement shown on a Final Map or Parcel Map will be adversely affected by the lot line adjustment.
  5. All parcels shall conform to the zone minimum of the parcel area before and after adjustment or at least not increase the number of existing, nonconforming parcels, unless compliance with such requirements is waived by variance in conjunction with the approval of the lot line adjustment. San Joaquin Development Title Update 456 Final Draft Nonconforming parcels shall not be transferred from one zone classification to another zone classification.
  6. If the parcel(s) or a portion of the parcel(s) to be adjusted are under a Williamson Act Contract or Farmland Security Contract, the property owner shall rescind the current contracts and shall enter into new contracts prior to recording the Notice of Lot Line Adjustment.
    • The Notice of Lot Line Adjustment shall not be recorded until the Williamson Act Contract or Farmland Security Contract has been deemed complete for processing. Filing fees are required for this application. This requirement is pursuant to Government Code Section 51257.
