Nadeja Steager is dedicated to improving the health and lives of those in the San Joaquin County Valley region whom we serve and has worked in justice, healthcare and public service since 2016. She is very connected in the community from County to City government, as well as at the community level and strives to bring together all parts of the county and region to accomplish our shared goals.
In 2019 Nadeja served as Administrative Secretary to Agency Director of San Joaquin County Health Care Services (HCS) where she was introduced to the county homeless efforts. She was also introduced to working with the Community Health Leadership Council San Joaquin.
While at HCS Nadeja served as key advisor on homelessness to Kevin Lincoln during his 2020 Mayoral campaign; helping to write the action plan platform to resolve homelessness in the city of Stockton. In 2021, Nadeja was appointed Chief Aide and a Senior Advisor to newly elected City of Stockton Mayor, Kevin J. Lincoln II where she lead the response to homelessness from his Administration.
Nadeja currently serves as Executive Director for the Community Health Leadership Council San Joaquin where we work to identify the current most pressing health issues impacting the people we mutually serve, convene partners across healthcare, education and business to strategically plan and work together and provide leadership, resources and tools to realize significant improvements in those areas.
She serves on many community and county boards, committees and groups, San Joaquin County Equal Employment Opportunity Committee (Chair), Continuum of Care San Joaquin Board of Directors, Stockton Shelter for the Homeless Board of Directors (Secretary), California Interagency Council on Homelessness Racial Equity Work Group, San Joaquin County, Public Health Services Black Maternal Health Awareness Community Action Board, San Joaquin Sheriff Office Historical Preservation Committee (Secretary) among others.
Allwyn Brown is native to the Bay Area. He has a long held, deep interest in the public good and the well being of others. He is retired from a long public service career, currently serving as Advisory Board Chair for the Opioid Readiness & Awareness Program at University of California, Santa Barbara PACE Program/ZSchool, LLC. Allwyn is a San Joaquin County resident since 2021. He has a Master's in Human Resource Management and served previous on the Board of Supervisors EEO Advisory Committee in Contra Costa County.
Allwyn is an honorably retired Bay Area Chief of Police. With 36 years of experience in law enforcement, he enjoyed the privilege of working on critical initiatives addressing public safety, community engagement, and crime reduction. As a law enforcement leader, he took on numerous roles on combined efforts to help shape the future of policing in California and across the United States. Among them, he served on a police chief advisory committee for Attorney General Kamala Harris, tasked with developing what is now required training for all California peace officers that blends procedural justice and implicit bias concepts. He was also among a delegation of US police chiefs to Scotland, to study their “National Decision Model,” an ethics-based approach to using force, which informed “de-escalation” techniques subsequently adopted by US police forces. Crime reduced, and community engagement increased over his tenure as police chief.
Allwyn's bottom-to-top law enforcement career encompasses all entry level to top cop ranks, whose breadth touches every major specialized function of policing services delivery. In conjunction with his active law enforcement duties, he served on the California Police Chiefs Association Board of Directors. His memberships with the International Association of Chiefs of Police (IACP), the National Organization of Black Law Enforcement Executives (NOBLE) remain in force, and he is active with the SF Bay Area NOBLE Chapter. After retiring in 2020, Allwyn was employed by ByteDance/TikTok as a trust and safety manager overseeing six work streams dedicated to Canada and South America during the period of hyper growth for the Internet platform whose popularity surged in conjunction with COVID 19 lock downs.
Michael Sorensen, MPA is a recent transplant to San Joaquin County, moving to Stockton with his partner in 2023. Michael moved to Stockton from Portland OR to serve as the Executive Director at Friends Outside, a statewide nonprofit, supporting justice involved individuals and families headquartered in Stockton CA.
Michael has more than 30 years of experience as a community serving leader having held posts within government and nonprofits in California, Colorado, Hawaii, and Oregon. He has led work to alleviate the pain caused by HIV and breast cancer. He has served as an advocate for healthcare services and healthcare access. He has served the Native American community as a consultant to the National Native American HIV/AIDS Prevention Center and as an employee of the Native American Rehabilitation Association, among others. Michael has a deep commitment to equity and has chosen work that allows him to embrace this commitment daily.
Finally, Michael is a proud member of Stockton Rotary, a former missionary, a past Americorps VISTA volunteer, a graduate of Portland State and Marylhurst Universities, and a father to one son.
