Livestock Pass Program

The Livestock Pass Program helps qualified commercial livestock producers and managers access restricted areas during disasters to care for or evacuate livestock. Access is not guaranteed and is at the discretion of emergency personnel.

Who Can Apply

  • Commercial livestock producers in San Joaquin County
  • Managerial employees with documented authority and salary requirements

Producer Requirements:

  • Own at least 20 head of livestock or approved species
  • Property zoned agricultural, minimum 20 acres

Application Process

  • Contact the San Joaquin County Agricultural Commissioner’s Office
  • Complete application and liability waiver
  • Maximum of 5 passes per ranch
  • Provide proof of eligibility (e.g., Operator ID, zoning documents, livestock registration)

Training

  • Mandatory fire safety training meeting State Fire Marshal standards
  • Annual recertification required for renewal

Important Notes

  • Passes valid for up to 2 years, then annual renewal
  • Does not guarantee access; conditions apply
  • Must present pass with government-issued photo ID
  • Entering disaster areas is at your own risk
