December 26, 2017 - EMS Office Closure in Observance of New Years Day

The San Joaquin County EMS Agency office will be closed Monday, January 1, 2018. The office will re-open with normal office hours Tuesday, January 2, 2018.

December 26, 2017 - Paramedic Preceptor Applications Due by January 8, 2018

Due to a high demand, we will be accepting paramedic preceptor applications until January 8, 2018.  Applications are available on the Paramedic Preceptor Authorization & Re-authorization page.  The application to the EMS Agency must be submitted with a letter of recommendation from your ALS employer verifying that you are in good standing with that employer and the employer intends to use you as a paramedic preceptor.  The peer review oral board interviews will be scheduled for January 17, 2018 (Dr. Shafer will participate in the interviews and we are looking for other paramedic preceptor's to volunteer for this process).  Applicants approved by the peer review oral board will be scheduled to attend the paramedic preceptor training on January 30, 2018.

December 19, 2017 - EMS Office Closure in Observance of the Christmas Holiday

The San Joaquin County EMS Agency office will be closed Monday, December 25, 2017. The office will re-open with normal office hours Tuesday, December 26, 2017.

December 14, 2017 - EMS Policy Memorandum No. 2017-01, Major Trauma Triage Criteria and Major Trauma Patient Destination and Survey

The San Joaquin County EMS Agency is issuing EMS Policy Memorandum No. 2017-02 due to a sharp increase in the number of major trauma patients being incorrectly assessed and triaged in the field by prehospital care personnel. The memo lists immediate action to reduce the instances of under triage by responders. This policy memorandum is effective immediately. In addition, SJCEMSA is exploring revisions to EMS Policy No. 5210, Major Trauma Triage Criteria, to address the problem of under triage. Surgeons, ED physicians, trauma nurses, mobile intensive care nurses, and paramedics are encouraged to participate in an online survey to share their opinion on changes to the trauma triage criteria. November 28, 2017 - EMS Adds New Trauma Coordinator to Staff

Dan Burch, EMS Administrator, is pleased to announce that Amanda Petroske, RN, has joined the EMS Agency staff, filling the role of EMS Trauma Coordinator.  Ms. Petroske has worked as an RN for the past five years, and formerly as an LVN.  She is a Mobile Intensive Care Nurse and holds a Master's degree in Nursing Education from Grand Canyon University. In her new role as EMS Trauma Coordinator, Ms. Petroske will provide oversight and coordination of San Joaquin's trauma and critical care systems.  Please join us in a hardy welcome to our team.

November 17, 2016 - EMS Office Closure in Observance of the Thanksgiving Holiday

The San Joaquin County EMS Agency office will be closed Thursday, November 23, 2016, and Friday, November 24, 2016.  The office will re-open with normal office hours Monday, November 27, 2016.

The White House has released the Fentanyl Safety Recommendations for First Responders.The president has determined that first responders are increasingly likely to encounter fentanyl in their daily activities, while responding to calls. This document provides scientific, evidence-based recommendations to protect yourself from exposure.

October 27, 2017 - AMR and ACNL Training Opportunity

On the Edge: Recognizing & Coping with Trauma-Related Stress & Anxiety is being hosted by Association of California Nurse Leaders (ACNL) with 3.5 hours of EMS CE offered by American Medical Response, California EMS CE Provider #39-0102. This course is open to MICNs, paramedics, EMTs and EMRs. The course will be held November 2, 2017, from 12:30 pm to 4:30 pm at San Joaquin Delta College, Atherton Auditorium, Stockton, CA. October 24, 2017 - New and revised EMS Polices Posted

October 17, 2017 - PAO and PSR Courses Scheduled for 2018

The 2018 PAO & PSR Course schedule is now posted on the upcoming training & events page. Please note the PAO and PSR course schedules have been modified so that both classes meet at 0830 on the same days and the classes will overlap. The duration of the Policy Skill Review (PSR) portion may last from 4 to 5 hours and will not break for lunch. The Paramedic Accreditation Orientation (PAO) class will continue in the afternoon following a break for lunch. The class is expected to be 4-6 hours with the San Joaquin County EMS Agency Policies exam and ALS skills testing to follow. The exam is closed book and you must obtain a score of 80% or higher to pass and be issued a course completion certificate (CE certificate). Attending one conference per year is required to maintain your Paramedic Preceptor Authorization. The format is round table discussion and will include the following topics: best practices, evaluation remediation, communication, roles responsibilities, and reportable offenses. Up to two (2) hours of instructor-based, EMS CE will be offered. CA EMS CE provided by San Joaquin County EMS Agency CEP#39-0001. September 11, 2017 - MICN Policy and Skills Review (PSR) Course Date Changed to September 27, 2017

The September 2017 MICN PSR Course date has been changed to September 27, 2017**.  The MICN PSR course is required to maintain MICN authorization.  The course may be completed no more than six (6) months prior to a current MICN expiring.  Participants will gain knowledge of key EMS medical control policies, and be provided an opportunity to Q&A with the EMS Agency.  This class is offered at no cost to participants.  Up to two (2) hours of instructor-based EMS CE will be offered.  CA EMS CE provided by San Joaquin County EMS Agency CEP# 39-0001.

August 30, 2017 - Consequences of ACA's Coverage Expansion Included Longer Ambulance Wait Times

Christina Mattina with the  American Journal of Managed Care (AJMC) cites new study, published by the National Bureau of Economic Research, indicates that expanded coverage under the Affordable Care Act (ACA) added strain on emergency medical services, resulting in slower ambulance response times.  Mattina states that “Using data from the federal Fatality Analysis Reporting System from 2010 to 2015, researchers found that full implementation of the ACA (with Medicaid expansion) was associated with a 1 minute, 53 second increase in ambulance response times, which is nearly 19% higher relative to the mean. August 25, 2017 - Flu Vaccine Mandate Issued by San Joaquin Health Officer

Health Officer Dr. Alvaro Garza, MD, MPH, has issued an order directing all Health Care Workers, including prehospital care personnel, to receive a flu vaccination for the flu season (generally November 1 through April 30th).  Prehospital care personnel declining to be vaccinated will be required to wear a surgical mask to prevent droplet transmission to patients.  Click here to read the order for more information.  For further information regarding this order, contact Public Health Services at 209-468-3822.

August 17, 2017 - EMS Draft Polices Available for Public Comment

The San Joaquin County EMS Agency is soliciting comments for draft EMS Policy No. 4812 Primary Stroke Center Data Requirements, and EMS Policy No. 5754 ALS Acute Stroke.  EMS Policy No. 4812 Primary Stroke Center Data Requirements is a new policy that lists the monthly and quarterly data requirements for primary stroke centers designated by the SJCEMSA consistent with requirements in California Code of Regulations, Title 22, Division 9, Chapter 7.2 Stroke Critical Care System.  Modifications to EMS Policy No. 5754 ALS Acute Stroke include instructions for paramedics to determine the patient’s Last Known Well Time (LKWT), and adding the definition of “Aphasia” and “Agnosia” within the RACE Exam.

July 5, 2017 – San Joaquin County Civil Grand Jury Releases Report on Countywide Dispatch for Fire Service

Based on its investigation the 2016-2017 San Joaquin County Grand Jury “has determined that a single countywide emergency fire dispatch center is needed in the County of San Joaquin.”  The Grand Jury report states that “a countywide dispatch center would benefit the citizens of the county and provide cost efficiency.” Among its conclusions the Grand Jury found that:

  • The Valley Regional Emergency Communications Center (VRECC) has received and holds fire service accreditation as an Accredited Center of Excellence (ACE) by the international Academies of Emergency Dispatch (IAED), a level of achievement that the Stockton Fire Dispatch Center does not possess. The Grand Jury concluded that the disparagement of VRECC is unwarranted.
  • VRECC has deployed state-of-the-art computer assisted dispatch (CAD) software and automatic vehicle locator (AVL) technology that the Stockton Fire Dispatch Center does not possess.
  • The City of Stockton charges members of the San Joaquin County Regional Fire Dispatch Authority (the cities of Stockton, Lodi, Tracy, Manteca and the Lathrop-Manteca Fire District) twice the amount for fire dispatch than VRECC charges members of the Joint Radio Users Group (the fire districts of Escalon, Ripon, Farmington, French Camp-McKinley, Collegeville, Montezuma, Linden-Peters, Clements, Woodbridge, Liberty, Mokelumne, Thornton, Waterloo-Morada).
  • The City of Stockton could save over $1.25 million annually by contracting with VRECC to provide fire dispatch services.  

The Grand Jury is recommending that the San Joaquin County EMS Agency form a taskforce in collaboration with the City of Stockton, the Joint Radio Users Group, and the San Joaquin County Regional Fire Dispatch Authority to develop a “plan to consolidate into a single countywide emergency fire dispatch center.”

The San Joaquin County Board of Supervisors, each city council, and the boards of directors for all fire districts are required to submit written responses the Grand Jury within 90 days.  

VRECC, formerly known as Lifecom, has served as the EMS dispatch center for San Joaquin County since May 1, 2006. VRECC which holds ACE accreditation for both emergency medical dispatch (EMD) and fire dispatch is operated by American Medical Response as part of its emergency ambulance service contract with San Joaquin County. The members of the Joint Radio Users group have contracted with VRECC for fire dispatch since September 1, 2006. Click here to view the Final Grand Jury Report.

The San Joaquin County EMS Agency has updated the EMS Fee Schedule effective July 1, 2017, which has been approved by the San Joaquin County Board of Supervisors.

June 30, 2017 - EMS Accepting Applications for Primary Stroke Center Designation

The San Joaquin County EMS Agency is accepting applications for Primary Stroke Center designation through 5pm on August 31, 2017. The complete application packet may be found on the Stroke Center Application webpage.  The Primary Center Designation requirements can be found in EMS Policy No. 4811. June 28, 2017 - State of California EMS Authority Issues revisions to EMT Regulations effective July 1

The State of California EMS Authority issued revisions to the emergency medical technician regulations. The revised California Code of Regulations, Title 22, Division 9 Prehospital Emergency Medical Services, Chapter 2, Emergency Medical Technician (EMT) are effective July 1, 2017. Several revisions have been made to the EMT basic scope of practice enabling local EMS agency medical directors to implement EMT administration of naloxone, epinephrine auto-injectors, and glucose testing. In the coming year, the San Joaquin County EMS Agency (SJCEMSA) will be revising policies and treatment protocols to implement these new modalities. Be advised that BLS providers may not use these modalities until specifically approved to do so by the SJCEMSA. Department's interested in adding naloxone, epinephrine auto-injectors, and glucose testing for use by EMTs should notify Shahloh Jones Mitchell, EMS Analyst, by email at sjonesmitchell@sjgov.org.

The revised regulations include additional EMT training requirements and a revised EMT Skills Competency Verification form. The form must be submitted with all EMT applications as of July 1, 2017. Questions

March 31, 2017 - Draft Policy Available for Public Review

The San Joaquin County EMS Agency is soliciting comments for draft EMS Policy No. 4811 Primary Stroke Center Designation, EMS Policy No. 5754 ALS Acute Stroke, and EMS Policy No. 5215 Trauma Patient Destination.  The substantial change to EMS Policy No. 5754 is the removal of the Cincinnati Prehospital Stroke Scale and the adoption of the RACE Scale to document findings of possible stroke.  Proposed changes to EMS Policy No. 5215 Trauma Patient Destination includes the reinstatement of Memorial Medical Center as a destination for adult major trauma patients within the southern catchment area. These draft policies may be viewed or downloaded from the SJCEMSA website Draft Policies page. The 45-day public comment period ends May 15, 2017. March 14, 2017 - Paramedic Preceptor's Conference Date Changed to April 24, 2017

March 10, 2017 - EMS Agency Offices Repopulated

Effective Monday, March 13, 2017, the EMS Agency Office will resume operations from their regular offices located on the south end of Benton Hall, Room 47. Some of the offices had been relocated due to water damage last November.

February 23, 2017 - AMR Pre-Hospital Stroke Care Training Opportunity

American Medical Response is hosting a Pre-Hospital Stroke Care course presented by Dr. Xavier Salinas. This course is open to EMTs, paramedics, and RNs. The course will be held twice March 10, 2017, and March 27, 2017, from 08:00-12:00. AMR will provide 4 (four) hours of EMS CE's to participants, California EMS CE Provider #39-0102. February 9, 2017 - Northern California SIDS Program 2017 Training – Stockton

The California Department of Public Health, Northern California SIDS Program, 2017 Training will be held on March 29, 2017, in Stockton at the San Joaquin County Office of Education, Wentworth Education Center, Burwood Auditorium, 2707 Transworld Dr., Stockton.  This course complies with mandatory requirements for preparing public health professionals and EMS personnel to support families and child care providers impacted by a SIDS tragedy.  The EMS personnel portion is half-day from 8:00 AM – 12:00 PM (registration begins at 7:30 am).  4.0 EMS CEUs are offered for Emergency Medical Services personnel.  California EMS CE Provided by CSUS, EMS CE Provider #34-3500.  Click here for complete course information and to register. January 27, 2017 - Emergency Medical Technicians Regulations open for 15-day Public Comment

The Emergency Medical Services Authority (EMSA) is proposing to revise the California Code of Regulations, Division 9, Title 22, Chapter 2.  Emergency Medical Technicians.  The proposed text and comment table are available for review on EMSA's website at http://www.emsa.ca.gov/Public_Comment.  The public is invited to submit written comments on the proposed regulations during the 15-day public comment period from January 27, 2017 through February 10, 2017. January 24, 2017 - EMS Policy Memorandum No. 2017-01, Restoration of Trauma Center Service Areas

The San Joaquin County EMS Agency is issuing EMS Policy Memorandum No. 2017-01 rescinding Policy Memorandum No. 2016-06, and reenacting EMS Policy No. 5215, Major Trauma Patient Destination and EMS Policy No. 4709, Trauma Center Service Areas, without modification. The San Joaquin County EMS Agency is presenting a Spring Prehospital Care Symposium on March 30, 2017; beginning promptly at 9:00 am.  (Check-in begins at 8:00 am) at the San Joaquin County Agricultural Center.  Click here for additional information.  This course is being offered at no cost, prior registration required.
