In 2009, the San Joaquin County Board of Supervisors adopted Ordinance #4310, also known as the Construction, Demolition and Landscaping Debris Recycling and Diversion Ordinance. This Ordinance requires that all Applicable Projects must divert 50% of all Construction and Demolition Debris excluding Inert and Organic material AND 90% of Inert and Organic materials from the landfill through reuse and recycling.

All waste materials and materials that cannot be recycled or reused MUST be delivered to a facility designated by San Joaquin County’s Director of Public Works.

Diversion Plan
This is the plan that will be filled out by most applicants with an Applicable Project.  This form will be provided when you start the permit application process. 
Primary Diversion Plan
The Primary Diversion Plan can be filled out only by roofing, siding or other businesses who perform the same scope of work over and over again, such as roofers, and who generally have a set waste stream. 
Multiple Project Diversion Plan
This Plan pertains to multiple permitted projects that will be completed on the same parcel excluding subdivisions 
Subdivision Diversion Plan
Diversion Plan for Subdivisions.
Addition Parcel Form
To be used in conjunction with a Multiple Project or Subdivision Diversion Plan, if necessary.
Diversion Report
Final Report to be filled out within 30 days of Applicable Project completion and turned in with receipts and other documentation showing how materials were managed.
