The new supervisorial district boundaries are the culmination of more than ten months of effort that began on January 26, 2021, when the Board of Supervisors approved the 2021 Supervisorial Redistricting Plan which included the creation of a Redistricting Advisory Committee (RAC). The RAC held nine hybrid in-person/virtual public meetings: three scheduled training sessions, three scheduled outreach workshops (August 17, 2021, in Stockton, September 15, 2021, in Tracy, and September 29, 2021, in Lodi), and three scheduled public meetings (October 13, 2021, October 27, 2021, and November 10, 2021).

On November 10, 2021, the RAC’s final public meeting, the RAC voted unanimously to recommend two maps to the Board of Supervisors - these two maps were based on 37 maps submitted by the public and elevated by staff, RAC direction and input, identified community of interest goals, policy themes, and compliance with the Voting Rights Act and other legal requirements. At the November 16, 2021 Board of Supervisors hearing, after Board deliberation, the Board voted to adopt a final supervisorial district map at the public hearing on December 7, 2021.
