The unit was created as part of the Public Safety Realignment in California. Recent legislation led by Assembly Bill 109 was committed to reducing recidivism by re-investing criminal justice resources from state agencies to locally run community based corrections programs at the county level. As such, the department began accepting offenders that were traditionally released on Parole to State Parole Agents. These selected offenders were designated to have a Committing Controlling Offense that was determined to be Non-Violent, Non-Serious, or Non-Sexual (N3). These offenders are now being released under conditions of Post Release Community Supervision (PRCS) in lieu of Parole. The intent of the California Legislature was to reduce prison population and reduce state spending. We also started to accept LCS (Local Community Supervision). These are eligible (N3) offenses sentenced after 10/1/11 that is now serving extended sentences in County jail and then being released on a split-sentence that includes mandatory community supervision.
The Backgrounds and Training Unit (B&T) is responsible for the following: ensuring annual training compliance with Standards and Training for Corrections (STC) and County Human Resources, conducting backgrounds on applicants that have applied for a position with the Department, and overseeing the facilitating and scheduling of evidence based practices (EBP) programs.
The San Joaquin County Adult Probation Day Reporting Center (DRC) is a full service day reporting center offering evidenced based programming, education, and maximum supervision services in collaboration with the San Joaquin County Office of Education. The evidence based programming offered includes; Cognitive Behavioral Intervention: Substance Abuse, Anger Control Training, Thinking for a Change (Foundations) and other Cognitive Behavioral programming. Additional services offered to participants of the DRC may include employment readiness, housing and general aid assistance and individual mental health services. The DRC offers clients an educational opportunity by offering a GED/High School diploma preparation program.
The clients assigned to the DRC are required to report to the center on a daily basis until they successfully progress through their evidence based programming. Once the client successfully completes his/her program as designed in their case plan, they begin a supported aftercare program of supervision and reporting is reduced. The services provided at the DRC are in an effort to provide case management support to the client and encourage positive behavior change while reducing recidivism
The Violent Crimes Unit was created in response to the significant number of AB 109 offenders assessed as being high risk to re-offend for further violent acts. The two-officer teams in the Violent Crimes Unit conduct field and in-office visits with violent offenders to monitor their activities and verify compliance.
An additional officer allocated to this Unit supervises offenders assigned to the Monitoring Court. This program is based on the Drug Court model and serves offenders at high risk for committing a violent act that have not been performing satisfactorily on community supervision, and would benefit from additional monitoring by the Court.
One officer in the unit is assigned to work with other law enforcement agencies on the CCP Task Force. The Task Force assists the Probation Department in conducting compliance checks and actively searching for wanted offenders.
