Neighborhood Preservation

The San Joaquin County Neighborhood Preservation Division administers the County's U.S. Department of Housing and Urban Development (HUD) Grant programs and other state and federal grant programs. In the administration of these programs, the Neighborhood Preservation Division also operates housing rehabilitation and homeownership programs.

It is the intent of the Neighborhood Preservation Division to provide the organization, vision, and means by which citizens have access to programs to improve their standard of living, which includes the preservation and increased vitality of neighborhoods.


Effective April 19, 2021, the public is encouraged to schedule an appointment for counter service for the Public Works, Community Development, and Environmental Health Departments. Scheduled appointments will be assisted first, and walk-ins will be assisted based upon the availability of staff.


  • We are limiting the maximum number of people in the lobby.
  • All visitors must check in with the Care Officer.
  • All visitors must maintain six foot minimum social distancing.
  • All visitors must wear masks while in the building.
  • In an effort to limit the number of people in the lobby, you are encouraged to utilize email or electronic submittals to the extent possible. Additionally, you can utilize the drop box outside for submittals or drop-offs. The drop box is emptied twice per day.
