Home Rehabilitation Program For Existing Residential Dwellings

What is the Home Rehabilitation Program?

The San Joaquin County Home Rehabilitation Program is a creative financing program that assists property owners in making residential building improvements. It offers low interest amortized and deferred payment loans. The program is designed to make needed renovations affordable for low income homeowners as well as offering a range of services to help make property improvements as easy as possible. It is designed to preserve the health and safety of neighborhoods within San Joaquin County, to increase the attractiveness of the County for residents and to provide qualified homeowners with a decent and safe place to live.

What are the Qualification?

  • You must have owned your home for the past year;
  • Your household income must not exceed 80% of the County median [see Figure 1]
  • You may have no more that one existing mortgage on your home; and
  • You must have enough equity to allow for the cost of the repairs [see Figure 2]

Services and Information: (The following services are provided free of charge)

  • Inspection of your property with a written report of the needed repairs;
  • County staff prepares preliminary cost estimates;
  • County staff provides assistance in construction permit expediting;
  • County staff provides assistance in contractor selection and construction monitoring; and
  • If your home is replaced, we provide sample floor plans from which to choose.

Specifics About County Loans

  • County loans are secured by second deeds of trust;
  • Payments may be deferred or amortized at 2% interest;
  • Loans are processed on a first come, first served basis unless it is an emergency; and
  • The homeowner must occupy the home as their principal residence while they own it.

Home Equity

San Joaquin County will make rehabilitation loans that, combined with your mortgage, do not exceed 110% of the value of your property. In Example 1 below, the home is worth $85,000 and 110% of that is $93,500:
