San Joaquin County Sheriff’s Correctional Officer Charged with Sex Crimes Against Former Female Inmates

Stockton - Today, District Attorney Tori Verber Salazar announced that Zachary Simmons, age 34, a Correctional Officer with the San Joaquin County Sheriff's Department since 2008 was set for arraignment by way of formal amended complaint in the San Joaquin County Superior Court before the Honorable Ronald Northup for the following charges:

  • Count 1 Penal Code § 261(a)(2) - Rape, Felony
  • Count 2 Penal Code §289(a)(1)(a) - Sexual Penetration by Foreign Object, Felony
  • Count 3 Penal Code § 289.6(a)(2) - Sexual Activity with Confined Individual, Felony
  • Count 4 Penal Code § 664/289(a)(1)(a)- Attempted Sexual Penetration by Foreign Object, Felony
  • Count 5 Penal Code §4570 - Communication with Prisoner without Consent, Misdemeanor

The charges relate to assaults committed upon three victims, dating back to 2015. The victims were assaulted while incarcerated at the San Joaquin County Jail. Once this information was disclosed, San Joaquin County Sheriff's detectives in the sexual assault unit conducted an investigation. The detectives sent the case to the District Attorney's Office for review which resulted in the filing of the above listed charges.

"Correctional officers are in a position of trust, and they have a duty to ensure the wellbeing of those in custody under their care," said San Joaquin County District Attorney Tori Verber Salazar. "There is no greater perversion of that trust than the sexual assault of an inmate under your care. It is simply unacceptable."

Mr. Simmons bail was set at $1.3 million. He will next appear in court on October 30, 2020.

The San Joaquin County District Attorney's Office is establishing a hot line in partnership with our Victim-Witness Advocates, the Family Justice Center and the Women's Center for inmates currently or previously housed at the county jail who may be a victim of sexual assault by this correctional officer or any correctional officer at the county jail. You do not have to file a formal complaint but you will be connected to any services that help to deal with trauma and recovery.
