Former Fugitive Pleads Guilty in Child Molestation Case

People v. William Balser, 59, and Robin Robinson-Balser pled guilty Friday, June 2, 2017, to two counts of Penal Code section 288.5 (continuous sexual abuse of a minor) for molesting his girlfriend's two daughters in the mid 1990's. Balser will be sentenced to 16 years in state prison on July 31, 2017.

Balser, formerly from Manteca, had been a fugitive since 1998 until being caught in Utah in 2015 by the U.S. Marshals Service Violent Fugitive Apprehension Strike Team.

In addition, Balser's girlfriend, Robin Robinson, 60, pled to two counts of 273aa child abuse / neglect for allowing the molest to occur and failing to protect them. Robinson had been on the run with Balser since 1998.

Under current law Balser would have received life in prison. Since Balser committed the crime in 1998, he must be sentenced under that law as required by the U.S. Constitution's "ex post facto" Clause.

The couple had been profiled in 2007 on America's Most Wanted.
