Compensation
A soldier saluting with the Flag in the background This benefit is to compensate a veteran for a disability incurred or aggravated while in military service.

  • No time limit to file the initial claim, but best time is day of release from active duty.
  • Other income is not a factor.
  • Once rated, it can be reopened for increased rating with supporting medical evidence.

Dependency and Indemnity Compensation (DIC)
A soldier saluting with the Flag in the background This benefit is to compensate a dependent survivor for the death of a serviceman while on active duty and the death of a veteran whose death is rated service connected by VA.

  • Other income is not a factor.

Pension and Death Pension
A soldier saluting with the Flag in the background This benefit is for limited income, permanently and totally disabled veterans who have war time service, an honorable discharge, and at least 90 days service, unless released early for a service connected condition.

  • Net worth and family income is a factor since it is based on need.

  • Annual Verification of Eligibility is required.

  • This benefit is for eligible surviving dependents of veterans with honorable wartime service.

  • The survivor does not need to be disabled, but net worth and income are considered since it is based on need.

  • Annual Verification of Eligibility is required.

STATE  VETERANS  HOMES

 

            Presently the state of California operates three Veterans Homes – Yountville, Barstow, and Chula Vista.  The first veterans home, Yountville was founded in 1884 to serve the needs of veterans of the Civil War. Today there are three campuses operating with plans for additional sites in the future. The mission of the homes is to provide long term residential care for veterans of all wars in an environment which:

                        Maintains Good Health and vitality

                        Reduces incidences and severity of disabilities

                        Increases social interaction

                        Promotes self reliance and self worth

THE VETERANS HOME OF CALIFORNIA - Yountville

The Veterans Home of California, Yountville is a community of and for veterans located in the heart of scenic Napa Valley. The home provides residential accommodations and a wealth of recreational, social and therapeutic activities for independent living; plus the added security of five levels of nursing and medical care. Some 1,200 Veterans (both men and women) live at the Home, and the residential capacity will be increased to 1,600 on completion of our $100 Million renovation program. Veterans desiring to be considered for membership must be residents of California, age 62 or older (or younger if disabled), and have served honorably.

THE VETERANS HOME OF CALIFORNIA - Barstow

The Veterans Home of California, Barstow, is located in the high desert of Southern California, off Interstate 15, midway between Los Angeles and Las Vegas. This state-of-the-art home, which opened in February, 1996, has the capability to care for 400 elderly or disabled California veterans.

The Veterans Home provides California veterans with a living environment that protects their dignity and contributes to their feeling of self-reliance and self-worth. Many cultural and educational opportunities are available at the adjacent Barstow College campus. In addition, the Big Bear Lake area is only 1 1/2 hours distant.

The city of Barstow, with 22,000 residents, has a "home town" atmosphere and is only an hour from the Ontario Airport. Southern California beaches and recreational opportunities are within convenient driving distance.

THE VETERANS HOME OF CALIFORNIA – Chula Vista

Located on a 30-acre site adjacent to Sharp Chula Vista Medical Center off Telegraph Canyon Road, the Veterans Home of California (VHC) Chula Vista is only the third state veterans home in the Golden State and the first located in a coastal, urban Southern California setting.

VHC-Chula Vista is a 400-bed long-term residential and nursing care facility providing options for independent living and intermediate and skilled nursing. Completed in May 2000, VHC-CV employs 258, has a $13 million payroll and contracts locally for a variety of supplies and services such as food and maintenance.

A two-year study by the Governor’s Commission on a Southern California Home resulted in a unanimous recommendation in favor of the Chula Vista location. In selecting Chula Vista, the commission highlighted the proximity to the area’s acute health care facilities; wide range of commercial, recreational and cultural services that will be available to residents of the facility; and the magnitude of community support.

Vocational Rehabilitation
Vocational Rehabilitation is a program of services for service members and veterans with service-connected physical or mental disabilities. Often, these individuals experience limitations in getting and keeping a job as well as in their daily living activities. This program can:

  • Prepare you for a suitable job

  • Help you get and keep that job

  • Assist you to become fully productive and independent

Some of the services and benefits which VA can provide include:

  • Evaluation of your abilities and skills
  • Educational, vocational, and personal counseling
  • Education and training to qualify you for suitable employment
  • Financial assistance while you are training
  • Special help, such as:
  • Tutoring assistance
  • Readers for the visually impaired
  • Sign-language interpreters
  • Medical and dental treatment, to include:
  • Prosthetic devices
  • Other special equipment

Expanded Eligibility:
If you haven't checked into Cal-Vet lately, you'll be pleased to know that eligibility has been expanded. All veterans who meet the following criteria are eligible:

  • Applicants must have an honorable discharge, or if still on active duty, must provide a Statement of Service verifying their active duty dates and character of service.
  • Applicants must have served at least 90 days on active duty, unless they:
    - were discharged earlier because of a service-connected disability; or
    - received, or are eligible to receive, a campaign or expeditionary medal authorized by the U.S. Government; or
    - were called to active duty from the Reserve or National Guard due to a Presidential Executive Order during a time when the United States was engaged in a military conflict. Note: Service solely for training does not qualify.
  • Unless the applicant has a qualifying campaign or expeditionary medal, at least one day of active service must have been during one of the following qualifying "war" periods:

Persian Gulf War: 8/2/90 - still open
Vietnam Era: 8/5/64 - 5/7/75
Korean Period: 6/27/50 - 1/31/55
World War II: 12/7/41 - 12/31/46

The un-remarried surviving spouse of an eligible veteran may be eligible for a Cal-Vet loan if the veteran:
- died after filing an application for a Cal-Vet Loan, or
- died from injuries incurred in the line of duty, either while on active duty, or
- is being held as a prisoner of war or has been designated by the armed forces as missing in action.

Reusable Loans:
If you've already had one Cal-Vet Loan and think you don't qualify again, then you will be happy to learn that new program changes now allow you to use Cal-Vet over and over again. Before you obtain a loan from a traditional mortgage company, check with Cal-Vet to see if you meet the current qualifications for a subsequent loan. You'll be glad you did.
