Understanding EOC Staffing Levels
The level of staffing for activation on the EOC shall be determined
by the EOC Director and the Section Chiefs. Staffing level
determines how many people and what responsibilities are
to be filled. For the Planning/Intelligence Section, the
EOC Director and the Planning/Intelligence Section Chief
shall make the decision based on the level of activation.

Normal "non-event" Conditions:
condition is set when no events
monitoring activities that require
establishing any EOC assignments beyond
the daily staff working from their normal
Basic Monitoring Level:
event has occurred, but the conditions are present for
events to escalate or for an emergency to occur. The
EOC may be activated, but only OES personnel will be
used for minimal staffing.
Partial Activation Level:
has occurred or is expected to occur in the near future.
The EOC shall be activated with OES and outside personnel
requested from Human Resources. Outside agencies may
be involved with the response. A disaster proclamation
may have been issued. The scale and duration of the event
is yet to be determined.
Full Activation Level:
event has occurred that has caused extensive damage
a fully mobilized, multi-agency response. OES has committed
full resources and EOC staffing shall be extensive.
A disaster proclamation has been issued. EOC Operations
may continue for an extended period of time.
