  EOC STAFF LEVEL DEFINITIONS

The following Threat Conditions each represent an increasing risk of terrorist attacks. Beneath each Threat Condition are some suggested Protective Measures, recognizing that the heads of Federal departments and agencies are responsible for developing and implementing appropriate agency-specific Protective Measures:

CONDITION DEFINITION
0 This condition is set when no events monitoring activities that require establishing any EOC assignments beyond the daily staff working from their normal work desks.
1-3 This condition is set when the Operational Area is activated to assist a jurisdiction or decides to officially establish monitoring activities:
  • State OES Region IV is notified,
  • Affected or potentially affected Operational Area jurisdictions are notified,
  • OES employee staffing is supplemented based on past events and exercises,
  • A Level 3 staffing is very rare and would be considered a most severe situation in the Operational Area.
