This Plan aims to explore safe, accessible, and sustainable transportation options to transform the existing vehicle-centric circulation network to one that is designed for safety of people of all ages and abilities. The Plan seeks to enhance connectivity to key destinations and access for all modes of travel by providing a multimodal mobility network within Kennedy.

Project Background

San Joaquin County Department of Public Works (SJCDPW) has initiated a Complete Streets Plan for the Kennedy community that is funded by Caltrans’ Sustainable Transportation Planning Grant Program. The Kennedy community is located in an unincorporated county pocket near South Stockton. This Plan will provide recommendations for complete streets: a multi-modal plan of improvements. This Plan focuses on sustainable improvements to enhance and promote a healthy community and vibrant economy. The Plan will look at existing and planned facilities within the area to bridge gaps located within Kennedy. The Plan will be a roadmap to implement “complete street” features that will transform the existing vehicle-centric circulation network to one that is designed for safety of people of all ages and abilities and access for all modes, all while practicing environmental stewardship and working to reduce the impacts of climate change.

The Kennedy community is economically disadvantaged, with the area ranking in the 13th percentile on the California Healthy Places Index. Transportation and safe access to active modes plays an important role in this determination including access to job centers, transit, public resources, and other economic opportunities. 

The map below identifies the Plan's study area and key points of interest. Two main roadways were identified within the area: B Street and Pock Lane. B Street serves as a north-south major collector, connecting Martin Luther King (MLK) Junior Boulevard to the north and Arch-Airport Road to the south. Pock Lane serves as a north south local road connecting to Mariposa Road to the north and Arch-Airport Road to the south. Along Pock Lane and B Street, there are a variety of destinations including Monroe Elementary, Hamilton Elementary, Kennedy Community Center, and the Maya Angelou Branch Library.

Complete Street improvements aim to accommodate mobility options for people of all ages and abilities and for all modes of travel, including driving, walking, biking, and taking transit. Complete Streets are streets designed for everyone. Improvement recommendations will be developed in partnership with the community to create a plan that works for residents, business owners, and visitors to Kennedy.

Examples of Complete Street design Elements include:

  • Continuous and connected sidewalks
  • Comfortable and convenient transit facilities
  • Frequent and safe pedestrian crossings
  • Accessibility improvements, per the Americans with Disabilities Act (ADA)

Additional Complete Street design elements that aim to vehicular speeds, reducing pedestrian crossing distances across roadways, and provide wider sidewalks and public spaces along the roadway include:

  • Curb extensions (or bulb-outs)
  • Median island with pedestrian refuge
  • Reduced travel lanes ("Road Diet")
