Board Appoints Tiffany Cacho as Director of the Office of Emergency Services

STOCKTON, CA — The San Joaquin County Board of Supervisors is pleased to announce the appointment of Tiffany Cacho as the new Director of the Office of Emergency Services (OES). With more than 15 years of experience in emergency operations, public safety communications, and disaster preparedness, Cacho brings a wealth of knowledge, leadership, and local experience to the role.

“Tiffany is the epitome of homegrown talent, and we're proud to see her step into this critical leadership role,” said Board Chair Paul Canepa. “Her promotion highlights the exceptional caliber of our County workforce and reinforces our commitment to nurturing public service careers. When we invest in our own employees, we invest in the future of San Joaquin County.”

A Merced native and long-serving San Joaquin County employee, Cacho holds a Master's degree in Emergency Services Administration from California State University, Long Beach, and a Bachelor's in Communication Studies from CSU Stanislaus. Her career includes service as an Emergency Planner and Public Information Officer for San Joaquin County, as well as years of frontline response as a firefighter and dispatcher.

Cacho shared her vision for the department moving forward, “Emergency management is a shared responsibility, and I'm focused on strengthening partnerships across government, nonprofits, businesses, and community groups so we can plan, train, and respond together. Preparedness must be inclusive, making sure every community, regardless of language, ability, or resources, has the support they need. I am committed to modernizing our tools, improving communication, and investing in our team so we are ready for today's evolving threat. I truly appreciate the Board's support and leadership in making preparedness a priority for San Joaquin County.”

Cacho's broad skillset, including certifications from the National Emergency Management Advanced Academy and the California Specialized Training Institute, positions her to lead OES into a new era of readiness, resilience, and innovation. The department has a full-time staff of 12 employees and an annual operating budget of approximately $5.1 million.
