Agricultural
Center Phase 2 Project
This project is a
consolidated County Agricultural Center. The center,
will house the Agricultural Commissioner Office, Cooperative Extension
Office, and the Office of Emergency Services. These entities serve a
broad based, demographically diverse clientele. In addition to these
three core operations, other County and agriculturally related operations
are being considered for inclusion in the Project. The components of
the center include office space, laboratory space, a 400-500 seat
auditorium, classrooms, and warehousing. The auditorium and support
space are designed to transition into an emergency operations center
when needed. This project will be
constructed in two phases.
May 2007:
This project bid on March 14, 2007. The low bidder was Acme
Construction. For bid information go to Recent
Bid Results. April 10, 2007, the Board of Supervisors awarded
the Phase 2 project to Acme Construction and the Ag Center Support
Building Project to Diede Construction. The expected notice to
proceed date is April 30, 2007. This Ag Center Phase 2 Project has
an allotment of 420 calendar days. Notice to Proceed was issued May
7, 2007 for both projects.
Phase 2 construction
for the County
Agricultural
Center
consists of the construction of an approximately 55,000 square foot
building with related site work.
The building included in this
contract is a two story; mixed use occupancy, type II – 1 hour
construction that includes office, assembly, classrooms, kitchens and
related function. The primary
structural systems are cast in place concrete footings, concrete slab on
grade, load bearing concrete tilt up walls, steel deck and some cold
formed metal framed wall systems. One
wing of the building will house the County Office of Emergency Services and
will be constructed to California
Building
code requirements for essential services facilities.
The engineer’s estimate for
this project is $17.7 million.
Support Building
construction for the County
Agricultural
Center
consists of the construction of an approximately 12,000 square foot
pre-engineered metal building with associated site work.
Under separate contracts the
County will be constructing a Phase 2 main agricultural center building on
the same site, and has already commenced work on Phase 1 that consists of
preliminary site work including: underground
utilities, street and frontage improvements, curb gutter sidewalk and
pavements, and building pads.
The building included in this
contract is a single story, mixed use occupancy, type II-non rated
construction that includes storage and workshop space, enclosed parking
areas, and a vehicle wash bay. The
primary structural systems are concrete footings, concrete slab on grade,
design-build pre-engineered steel building.
Site work includes reconditioning
the building pad and connecting to utilities constructed as part of Phase
1 work, concrete curb gutter and sidewalk work, pavements.
The
engineer’s estimate for this project is $1.7 million.

County
Administration Building Project
The County Administration Building
Project, located at Weber and San Joaquin Streets, is intended to
consolidate several support and service departments and administrative
functions into a new, efficient, user-friendly facility that will
accommodate projected staff growth for the next several decades.
Departments that will occupy the new building are currently housed in
various downtown Stockton locations, either County-owned or leased.

Building
Information
The new building will be 6 stories in height
and contain approximately 250,000 gross square feet. Those departments that
have the most contact with the public will be located on the lower two
levels of the building. Design concepts were developed to maximize use of
natural lighting and accessibility to window areas; incorporate flexible
work area configurations; include as many cost-effective “green building”
features as possible; and facilitate convenient access to services. The
Building will be LEED Certified. (Leadership in Environmental and Energy
Design)
Lobby Description
"The Lobby design weaves together the imagery
of San Joaquin County; providing a dynamic iconographic abstraction of the
region. It is a powerful, light filled space sure to elicit a "wow response"
from visitors. Mountains, agriculture and the port are three key thematic
elements from the regions past and present woven together to create the
whole. The glass volume of the atrium sets the tone for the entire space
communicating the openness of government and the dynamic nature of downtown
Stockton. The design for the stone flooring at the lobby was inspired by
the agrarian farming patterns outside of Stockton. Differing granite hues
form abstracted representations of rural land parcels. A stone "canal"
bisects the space tying together the interior and exterior water features of
the plaza and lobby while simultaneously providing for clarity of
way-finding for the public. This gesture reinforces Stockton role as being
the "Harbor of the Heartlands" - tying government to the trade, industry and
agricultural innovation from which this title originated. Our grand stair
combines all three themes into a single iconographic focal point for the
space. A flight of nine glass treads flow up to a rocky oratory platform
above the agrarian ground plan. A waterfall feature is incorporated into
this intermediate landing. It symbolically flows down to the canal,
traveling past and through the farmlands, and then outward to the plaza
where it empties into a large public fountain. The Lobby design takes a
holistic approach to the space. It reads as one integrated design concept in
it's telling of the story of Stockton."
Funding
The budget estimate for this project is
approximately $109 million and will be funded with a combination of County
General Fund monies and bond proceeds. The construction contract with
Hensel Phelps is $92,860,000.
