San Joaquin County Head Start Program Under the San Joaquin County Board of Supervisors, the Head Start and Early Head Start Program is a function of the San Joaquin County Administrator's Office. It oversees comprehensive child development services to thousands of County children and their families. Services are provided by the Head Start Child Development Council, Inc., a non-profit agency headquartered in Stockton. As the Grantee, the San Joaquin County Board of Supervisors, through the County Administrator's Office, provides leadership and oversight of the Head Start and Early Head Start Program by providing administrative support to the Head Start Child Development Council, Inc. With an annual budget of almost $29 million, San Joaquin County, in partnership with the Head Start Child Development Council, Inc., is one of the largest providers of preschool child development services in San Joaquin County.
