9:00 a.m. -       bos - Proclamation Proclaiming June 28, 2008 as "Keep the Delta Clean Day" in San Joaquin County.  Chairman Vogel presented the proclamation to Jeff Wingfield.

Consent Items:  #1 and 23 - Pulled for discussion.

Consent Item:               #1 – Children and Families Program Coordinator Lani Schiff-Ross responded to Supervisor Gutierrez’s question regarding the goals identified by the Health Plan of San Joaquin, and if the goals were not achieved, what would happen with the appropriation.

Consent Item:               #23 – Supervisor Gutierrez inquired as to whether the new FEMA Flood Plain Maps would be taken into consideration.  Ron Baldwin, Director of Emergency Operations, explained that these are two different issues.  The FEMA Flood Plain Maps are totally different.  Mr. Baldwin clarified Flood Contingency Maps.  Supervisor Gutierrez followed up with questions and concerns that the County be prepared for any future emergencies.               Mr. Baldwin commented on a master communications plan that the county has with the cities. Supervisor Ruhstaller stated that a major problem is that FEMA does not have accurate information on the hydraulics.  He also asked about whether or not OES budget was adequate so our county would not

experience what was happening in the Midwest.  Supervisor Ornellas inquired about the supplies/stockpiles of the Reclamation Districts. Additionally, he stated that it would be helpful if they shared their inventory with the county.  Mr. Baldwin said that he would be attending a town hall meeting the following evening and would ask about the inventory.  More discussion followed regarding FEMA Flood Plain Mapping.  Public Works and OES would like to have better topographical information.  

Consent Item:               #18 – In response to Supervisor Mow, County Administrator Manuel Lopez stated that his office reviewed the report and that there was no need to make any adjustments.  Supervisor Mow pointed out that he is the Board Representative that sits on the Retirement Board for the employer to provide fiduciary responsibility, and he sits on the Retirement Board as a retiree of the system and is a beneficiary of the plan.  He requested that Chief Executive Officer of the Retirement Office Annette St. Urbain give an overview of the Retirement Association and her role and responsibilities.  Ms. St. Urbain addressed the Board.

DISCUSSION - PUBLIC WORKS

1.                  pw - Five Delta Counties' Joint Resolution Supporting Common Positions Regarding Water and Delta Issues. Director of Public Works Tom Flinn made brief comments.   Dr. Mel Lytle gave a brief presentation of the events that led up to the joint resolution.  Supervisor Gutierrez requested that Board Members receive copies of the resolutions and Board Letters from other counties.  Supervisor Ruhstaller requested that a copy of the resolution be sent to Assemblymember Lois Wolk and Senator Mike Machado.  Chairman Vogel directed that copies of the resolution be sent to Stanislaus and Napa counties and any other county that should be interested in this matter.  Supervisor Gutierrez said that a courtesy copy of the resolution should also be sent to the Delta Advisory Planning Commission.  The Board adopted the Five Delta Counties’ Joint Resolution supporting common positions regarding water and Delta issues.  Gutierrez/Mow/5  R-08-363

DISCUSSION - GENERAL GOVERNMENT

1.         air - Appointment of Board Member and Designation of Airport Director as Alternate to Serve on the Bay Area Regional Airport Planning Committee. Interim Airport Director Steven Hicks briefed the Board on this matter.  The Board appointed Supervisor Leroy Ornellas to serve as the primary representative for San Joaquin County on the Bay Area Regional Airport Planning Committee and further designated the Airport Director as the alternate member to the Regional Airport Planning Committee in the absence of the appointed Board Member.   Mow/Gutierrez/5          B-08-663

ToCan Nguyen addressed the Board on various matters. 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ornellas informed the Board that he and the San Joaquin Valley Air Pollution Control District Director would be attending the Stockton City Council in the evening to receive a certificate in recognition of Healthy Air Week.  Supervisor Ornellas asked about the status of victims of the Katrina disaster that had relocated to San Joaquin County.  County Administrator

Manuel Lopez stated that he would have Joe Chelli, Director of the Human Services Agency, furnish a report to the Board.

Supervisor Gutierrez gave an update report to the Board of the Stagg Youth Component/El Joven Noble Program.  A graduation ceremony was recently held.  Of the 48 students enrolled, 31 students completed the program.  Those students that did not complete the program were transferred to an alternative school and/or an accelerated educational program.  Out of these students, one student was expelled from the program.  The program continues to receive financial grants.  He thanked Board Members and the County Administrator for their support.

Chairman Vogel commented on the Micke Grove Expansion ceremony recently held.
