Consent:           #1 – Behavioral Health Director Vic Singh clarified this item in response to Supervisor Mow.

Consent:           #3 – Health Care Services Director Ken Cohen clarified this item in response to Supervisors Ornellas and Mow.

Consent:           #7 – Agricultural Commissioner Scott Hudson responded to questions from Chairman Vogel and Supervisor Mow regarding the background and the problems relating to the Light Brown Apple Moth.  The Light Brown Apple Moth has not been seen in San Joaquin County.  Georgianna Reichelt addressed the Board under this item.

Consent:           #9 – Interim Airport Director Steve Hicks explained this item in response to Supervisor Ornellas.

Consent:           #11 – Chairman Vogel and Supervisors Mow and Gutierrez commented on the reduction of the membership of the San Joaquin County Mosquito and Vector Control District Committee.

Consent:           #12 – EEDD Director John Solis addressed the safety concerns of this item expressed by Supervisor Ornellas.

Consent:           #18 – In response to Supervisor Ruhstaller, Treasurer-Tax Collector explained why the county is doing this action.

DISCUSSION - GENERAL GOVERNMENT

1.                  cao - Approve Acquisition of Bank of the West Buildings in Stockton, California. (4/5th's Vote Required)  County Administrator Manuel Lopez gave the staff report.  In response to Chairman Vogel, Facilities Management Director Craig Ogata stated it would cost approximately $8 million to construct a new building.  Approved Staff Recommendation.  Ruhstaller/Mow/5   B-08-449 & B-08-450

2.                  bos - Discussion Regarding Interns and Filing of Form 700 (Conflict of Interest) by Legislative Assistants.  County Counsel David Wooten responded to questions by Board Members.  ToCan Nguyen and Georgianna Reichelt addressed the Board on this matter.  The Board directed that staff bring back a recommendation to the Board regarding an intern program for San Joaquin County, and the Board approved the implementation of Form 700 for Legislative Assistants.  Gutierrez/Mow/5

PUBLIC COMMENT

ToCan Nguyen addressed the Board.

Georgianna Reichelt addressed the Board regarding an agenda item on the April 22, 2008 Board Agenda regarding redevelopment.

Michael Parker addressed the Board regarding the increasing gas prices.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez stated that he had been contacted by the CEO of Service First regarding their communication to the Board that was referred to the Mental Health Department for appropriate action.  To date, Service First has not received a response.  Supervisor Gutierrez requested that the County Administrator follow-up on this matter.

Supervisor Mow reported that he and Supervisor Ruhstaller met with the Hospital Group and administration regarding our continued concerns of financing for the hospital.

Chairman Vogel reported that last Wednesday he joined Sheriff Moore, Judge William Murray, and Roger Coover from the Stockton Record to make a presentation in Sacramento regarding funding under AB900 for the Jail.
