DISCUSSION - GENERAL GOVERNMENT

1.                  cao - Organizational Review of Stockton Metropolitan Airport. County Administrator Manuel Lopez gave the staff report.  ToCan Nguyen and Mark Hall, work site organizer for SEIU, addressed the Board on this matter.  Approved Staff Recommendation.   Gutierrez/Mow/5  B-08-329 and R-08-179

Supervisor Ornellas made a motion to explore forming another type of governance at the Airport.  The motion was seconded by Supervisor Gutierrez.  Approved.  Ornellas/Gutierrez/5 

COMMUNICATIONS

Chairman Vogel announced that there were no Communications.

 

PUBLIC COMMENT

ToCan Nguyen addressed the Board on various matters.

Cary Martin requested that the Board meeting be adjourned in honor of our veterans and in memory of those men and women in the military who have sacrificed their lives for our country.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Mow reported on the Joint City/County Criminal Justice Task Force Meeting held on Friday, March 21, 2008, in which he and Supervisor Ornellas participated.  The next step of the Task Force is to look at hiring a consultant to explore the various tax measure options available to fund the on-going operations of the jail, determine the amount of monies that could be generated by the tax measure options, and to conduct a citizens’ public poll.  Supervisor Ornellas expressed his concern of how the County is going to fund the ongoing operations.

Supervisor Gutierrez thanked Mr. Cary Martin for his comments.  He stated that one way we can acknowledge our veterans is to take care of them when they return home. 

Supervisor Gutierrez also stated that perhaps the County and cities need to consider booking fees again as a resource of funds.

Chairman Vogel thanked Mr. Cary Martin for his comments.  He also thanked Supervisors Mow and Ornellas for undertaking the work that they have done with the Joint City/County Criminal Justice Task Force Meeting.  He stated that we face two big hurdles – the jail being built and the jail being staffed.
