Fiack, Executive Director of the Delta Protection Commission. Linda Fiack’s presentation included the Delta
Protection Commission, Delta Vision, Delta Risk Management Strategy, Bay Delta
Conservation Plan, State Water Plan Update, Delta Long Term Management Strategy
for Dredging and Legislation.

Presentation by Jaime Hernandez, Partnership Specialist, U.S. Census Bureau,
Regarding 2008 Dress Rehearsal. Barbara
Ferry, Local Census Office Manager, gave an update report to the Board on the
2008 Census Dress Rehearsal. Judy Lopez, Regional Technician of the U.S. Census
Bureau, was also present. Ms. Ferry
requested that information regarding the 2008 Census Dress Rehearsal be placed
on the County’s website. Chairman Vogel
referred this matter to staff.

Gutierrez stated that he and the other Board Members received an email from
Damien Stephens of Stephens Construction Inc. regarding the bid process. Supervisor Gutierrez highlighted areas of
concern Mr. Stephens pointed out in the email.
He requested that Craig Ogata, Director of Facilities Management, review
those concerns and respond to Mr. Stephens.
Mr. Ogata confirmed that he would respond to the Board and Mr. Stephens.

COMMENT
ToCan Nguyen addressed
the Board on various matters.
Cary Martin expressed
his appreciation for the Board assigning Supervisor Ruhstaller to the Mental
Health Board. Mr. Martin commented on
the recent Methamphetamine Project meeting at the University of the
Pacific. He emphasized the impact of the
substance abuse problem on the penal system.
BOARD
OF SUPERVISORS QUESTIONS AND COMMENTS
Supervisor Gutierrez stated that he would favor public discussion and an
interview process for the Registrar of Voters position rather than moving
forward on an appointment. He would like
the opportunity to ask questions in regard to the Registrar of Voters position
and how the candidate sees his role.
County Administrator Manuel Lopez stated that if the Board chooses, he
can come back to the Board with a process.
Supervisor Mow said that the Registrar of Voters is a Board-appointed
position. He shares the concerns of the
process and stated that there needs to
be a better process. With regard to an
Assistant Registrar of Voters, Supervisor Mow said that this is a budget matter. County Administrator Manuel Lopez clarified
that the Assistant ROV is already in the budget and the Interim ROV still occupies
the Assistant ROV position. Supervisor
Ornellas emphasized that the Board begin discussions on the ROV position and
Assistant ROV position. Chairman Vogel
referred this matter to the
