Minutes of the Board of Supervisors' Meeting of March 4, 2008.  Approved. Mow/Gutierrez/4; Chairman Vogel abstained as he was not in attendance at the March 4, 2008, Board Meeting due to illness.    B-08-276

APPROVE CONSENT ITEMS # 1 – 13

Consent Items:  #9 and 10 - Pulled for discussion.

Consent Item:               #9 – In response to Chairman Vogel, Director of Public Works Tom Flinn and Dr. Mel Lytle, Water Resource Coordinator, explained the reasons for the Consultant agreement with the Ferguson Group, LLC.  The contract ends December 31, 2008.   

Consent Item:               #10 – In response to Chairman Vogel, Sheriff Steve Moore provided further clarification of the travel request to Quantico, Virginia to attend the FBI Academy Graduation of Undersheriff John Picone.  Board Members requested that the Sheriff include this type of expense in his future budgets.

DISCUSSION - LAW & JUSTICE

1.                  so - Sheriff-Custody: Approval of Resolution to Accompany Response to AB-900 Request for Proposals for Funding of County Jail Expansion.  Sheriff-Coroner Steve Moore, Sharel Campbell, Management Analyst and Todd Silva, Correctional Sergeant, briefed the Board on this matter. ToCan Nguyen and Scott Onweiler addressed the Board on this matter.  Approved Recommendation as outlined in Sheriff-Coroner’s Board Letter.  Gutierrez/Ruhstaller/5  R-08-146

DISCUSSION - GENERAL GOVERNMENT

1.                  cc - Settlement of Litigation: County of San Joaquin v. City of Lodi, Jerry Adams and Michael Pretz, Stanislaus Superior Court No. 379455; Status Report Concerning Emergency Medical Services.  J. Mark Myles, Assistant County Counsel, and Dan Burch, EMS Administrator, briefed the Board on this matter.  Approved Staff Recommendation.  Mow/Gutierrez/5  A-08-180

PUBLIC COMMENT

Dorothy Bowles and ToCan Nguyen addressed the Board on various matters.

 

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ruhstaller stated that Cary Martin wanted to bring to the attention of the Board that the San Joaquin Partnership held a Methamphetamine Conference recently at UOP led by Congressman McNerney.  Supervisor Ruhstaller informed the Board that he attended Arbor Day at Cleveland Elementary School in Stockton.  He stated that he held a townhall meeting recently at Garden Acres and Sheriff Moore attended.  Lastly, Supervisor Ruhstaller said that he and Chairman Vogel are working with the City of Stockton on a plan regarding the graffiti issue.

Supervisor Mow referred to a letter the Board received from Paul Fairbrook regarding an art piece that his wife, who is a noted community artist, wants to donate to the new Ag Building.  The Board requested that this matter be placed on the agenda for March 18, 2008.

Supervisor Gutierrez told the Board that in District One, several years ago, a tree trimming program was created with the help of Public Works and the County Administrator.  Road District funds were used.

Chairman Vogel reported that he went with the Community Development Director to talk about the General Plan with the Campaign for Common Ground organization.  He highlighted the General Plan in an article in the Lodi News Sentinel.  He also reported that the third and last Ag Venture Program was to be held on Wednesday, March 12, 2008 at the Lodi Grape Festival Grounds.  Chairman Vogel noted that Molly Watkins has very much pushed this program.  She was recently honored by Senator Dave Cogdill as Woman of the Year.
