DISCUSSION - GENERAL GOVERNMENT

1.                  cao - Consideration of Request from Supervisors Gutierrez and Ruhstaller for Drug Court Funding.  County Administrator Manuel Lopez gave the staff report.  Judge Flavianos, Judge Murray, Director of Behavioral Health Vic Singh, Health Care Services Director Ken Cohen, Cary Martin and ToCan Nguyen addressed the Board on this matter.  The Board approved to transfer $137,000 from the Reserve for Contingencies to fund the Drug Court Substance Abuse Program.  (4/5ths Vote Required) Ruhstaller/Gutierrez/4-1; Mow-No B-08-153

PUBLIC COMMENT

ToCan Nguyen addressed the Board on various matters.

Julia Strommer addressed the Board regarding problems she was experiencing regarding her Social Security Checks and in-home support.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez informed the Board that the efforts that were implemented at Stockton Unified School District and Stagg High School have brought about opportunities to apply for soft monies to implement a program at the Jane Fredericks Alternative School. 

Supervisor Mow commented on obtaining the enterprise zone authorization again which is a vital part of our economy.  He stated that he and Supervisor Ruhstaller met with the Camden Group and Mr. Cohen, and hopefully the Board will receive a presentation soon on the issues and concerns they have.  Lastly, Supervisor Mow mentioned discussions with U.C. Merced regarding their establishment of a medical school.  Their model may not include the San Joaquin General Hospital. 

Supervisor Ornellas reported that the San Joaquin Valley Partnership has been trying to come together on a eight-county region water policy.  A technical meeting has already been held and one is scheduled for February 26.  Supervisor Ornellas received a communication inviting our county’s technical personnel to join the meetings. 

Supervisor Ruhstaller commented that all roads seem to lead to Fresno whether it is a water issue, an air quality issue or a U.C. Merced issue.  He stated that we need to make our decisions on where we are and who we are.

Supervisor Ornellas stated that since he sits on the Air District and the San Joaquin Valley Partnership he has come to realize how politically powerful Fresno is.  It is a challenge and an issue who San Joaquin County belongs to – Sacramento, the Bay Area or part of the valley. 

Supervisor Ruhstaller stated that he met recently with the citizens of West Lane Highlands (West Lane and Alpine) regarding traffic problems in that area.  He requested that the County Administrator look into this matter of speed bumps being installed in that area.  Supervisor Ruhstaller informed the Board that Paul Fairbrook, former Director of Food Service at UOP and who had helped design St. Mary’s kitchen, is assisting Gabe Karam in looking at the plans of the Ag Center kitchen.  He is also looking at the Jail kitchen.  Mr. Fairbrook is volunteering his services.  Lastly, Supervisor Ruhstaller inquired as to why the County does not have GIS

 mapping for crime.  He stated that the television station KCRA has it as well as certain cities in the Sacramento area. 

Supervisor Mow asked County Administrator Manuel Lopez for the dates of the Budget Hearings.  Mr. Lopez stated that the dates would be furnished to the Board and the mid-year report would be on the agenda for the February 12 Board Meeting.

Chairman Vogel reported on the success of the Ag Venture Program held on January 31.  Another will be held on March 12.  Chairman Vogel stated that he is excited about the Enterprise Zone authorization and that he looks forward to new industry coming to San Joaquin County.  Lastly, Chairman Vogel stated that he received a San Joaquin County pamphlet put out by Sunsent magazine, dated 1915, from a lady in Dayton, Ohio.  After he reviews it, he will give it to the Clerk of the Board for the archives.
