Item: #3 – Supervisor
Ornellas noted that the Mental Health Board is required by statute. He suggested that we should look at other
Boards and Commissions to see if there is a similar problem. Supervisor Ruhstaller emphasized that the reason for the
modification is the need to have the necessary quorum, and it is important to
have active members. Supervisor Mow asked
Behavioral Health Director Vic Singh’s assessment on this matter and whether
there was anything being done to improve participation. Mr. Singh stated that the Board is doing a
good job of making appointments.
However, life circumstances come up that prohibit some members from
attending a specific meeting. Supervisor
Mow stressed that it is important for the individuals that are responsible for
the Boards and Commissions to involve the citizens/volunteers into the process
so that their presence makes a difference.
Supervisor Gutierrez recollected that some time ago the matter of
training for boards and commissions was discussed. He added that the responsible contact persons
inform the Board on what they can do.
Supervisor Ornellas suggested that the Boards and Commissions in which
the Board Members participate should be reviewed with respect to their rules
and bylaws. Supervisor Ruhstaller
concurred that the Boards and Commissions need to be reviewed. Chairman Vogel requested the

PUBLIC
COMMENT
On behalf of her
mother, Ermelin Ortiz addressed the Board regarding complaints in their
neighborhood with respect to carports and the problems that have been created
between neighbors. Supervisor Ruhstaller
stated that this matter came up at a recent meeting at Garden Acres. It is a code enforcement issue driven by a
complaint. Supervisor Ruhstaller said
that he is waiting for a report from Code Enforcement and as soon as it is
received he will share the information with the Ortiz family and other
residents. Supervisor Gutierrez recalled
a similar matter he had in his district.

BOARD
OF SUPERVISORS QUESTIONS AND COMMENTS
Supervisor Ornellas
referred to a letter received from Reclamation District 2074 and in the last
paragraph Reclamation District 2030 thanked the Public Works Director, his
staff and the Public Information Officer for their work.
Supervisor Ruhstaller
reported on his trip to
Supervisor Mow informed
the Board that he and Health Care Services Director Ken Cohen met with a
representative of U.C. Merced regarding
Supervisor Gutierrez
requested that the matter of funding for
Chairman Vogel
commented that although the Board has been troubled about the lateness on the
report of a new jail, the Board needs to move forward in meeting with the various
City Councils to look for some kind of funding source for correctional staff
for that facility. Supervisor Mow is
willing to serve on an ad hoc committee to further the process with the
cities. Supervisor Ornellas indicated
that he would also be interested in serving on this committee. Chairman Vogel stressed that financing a jail
is one thing and providing funding for correctional staff is ongoing.
Supervisor Ornellas
said that at a recent Air District meeting he attended, the Legislative Advocate
for the Air District made a statement that the State of
