Consent Items:  #2, 18, 22 & 23 - Pulled for discussion.

Consent Item:               #18 - In response to Supervisor Mow, County Administrator Manuel Lopez explained that Linda Fiack, Director of the Delta Protection Commission,  appeared before the Board last year requesting funds, as San Joaquin County’s contribution, for a visitor’s center that the commission is working on.  At that meeting Ms. Fiack also indicated that next year she would be requesting additional funding to help the Commission on activities that are not covered by the Governor’s budget.  She submitted a letter to Supervisor Ruhstaller requesting $3,000 be provided to them for this year’s activities and $6,000 plus be allocated to them for the 2008-2009 fiscal year.  Supervisor Ruhstaller stated that the Delta Protection has not taken a stand on the Peripheral Canal and he stated why the Commission would not support it.  Supervisor Ornellas said that this is an example of the State starting a commission but not funding it but asking cities and counties for funds.  County Administrator Manuel Lopez said that he would follow-up on inviting Ms. Fiack to make a presentation to the Board within the next couple of months.   

Consent Item:               #22 & 23 – Interim Registrar of Voters Austin Erdman responded to Supervisor Mow’s request for a briefing on Item #22, the County Employee Poll Worker Program, and an update of Diebold having their machines  certified.  Chairman Vogel suggested that during this election year that        Mr. Erdman look at other counties to see how they seek out volunteers in the election process.   

Consent Item:               #2 – Supervisor Gutierrez congratulated newly appointed Interim Executive Director Joan Singson of the Lao Khmu Association and stated that she is very familiar with San Joaquin County and the needs of the community.

PUBLIC COMMENT

There was no one who had requested to speak under Public Comment.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez expressed that due to the demolition of the Cheadle Building, he hoped the memory of John Cheadle would be preserved and somehow recognized in the new Administration Building.  Supervisor Mow concurred.

Supervisor Mow reported that he, Supervisor Ruhstaller, the County Administrator and the Health Care Services Director had met with the Camden Group a few weeks ago.  They will be meeting again in February to check the progress and the many issues.  Supervisor Mow stated that we will try to maintain some kind of involvement in the process and obtain progress reports.

Supervisor Ruhstaller reported that Chairman Vogel, Dr. Nakanishi and Steve Bestolarides recently went to San Jose to meet with the Federal Director of Health Care in the State Prison System.  Chairman Vogel said that the Federal Director of Health Care in the State Prison System also was the former Director of the Santa Clara General Hospital System. Chairman Vogel will furnish his notes to Board Members regarding their meeting.

Supervisor Mow asked about the Governor’s budget and the impacts that it might have on our county.  County Administrator Manuel Lopez said that a more comprehensive review would be coming to the Board shortly.  Health care and social services will be impacted.  Supervisor Mow stated that Medi-Cal reductions have been proposed.  Mr. Lopez informed the Board that he will be a attending a workshop on January 16 with CSAC staff and staff from the Governor’s Office regarding the Governor’s budget.

Chairman Vogel inquired about the Department Workshops.  The County Administrator stated that they are in the process of scheduling those workshops.

Chairman Vogel commented that with regard to the Armstrong Road issue, the Lodi City Council is going to hear in their shirt sleeve session on January 16 a formal request that they join in the negotiations.

Lastly, Chairman Vogel complimented Sheriff Moore and his program of returning community cars to the rural areas.
