Consent Item:               #15 – In response to Supervisor Mow, Sergeant Malcolm stated that there have been no further comments or concerns regarding this ordinance.

Consent Item:               #16 – In response to Chairman Vogel, Assistant Sheriff DuBois commented on the Sheriff’s Department participation with the Federal Government on the procurement of used equipment.  Chairman Vogel requested that the Sheriff’s Department look into the Coast Guard Program regarding procuring vessels and/or equipment for future use.

Consent Item:               #34 – Supervisor Gutierrez commented on the El Joven Noble Program at Stagg High School and the surplus county computers that will be used by the students in this program.  He thanked the Information Systems Director for his efforts in this regard.  ISD Director explained the process of what is done with surplus computers that are still functioning.  Chairman Vogel and Supervisor Gutierrez requested that the ISD Director report back to the Board the matter of furnishing county surplus computers to needy students.  Supervisor Mow commented on the environmental consciousness of the disposal of electronic equipment.  He also requested that Public Works Director inform the public how they can dispose of electronic equipment.

DISCUSSION - GENERAL GOVERNMENT

1.                  cao - Adoption of 2008 State and Federal Legislative Platforms. Elena Reyes of the County Administrator’s Office briefed the Board on this matter.  Approved Staff Recommendation.    Ornellas/Mow/5   B-08-41

COMMUNICATIONS

There were no Board communications.

PUBLIC COMMENT

ToCan Nguyen addressed the Board.

Tommy Muhammad stated that Reverend Brian Muhammad was not present.  He will advise Reverend Muhammad to direct correspondence to the Board and they will then attend the January 15 Board Meeting.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ruhstaller thanked Supervisor Mow for his chairmanship in 2007 and thanked Chairman Vogel for his agenda and ideas for 2008.  Supervisor Ruhstaller referred to the U.S. Metro Economies report on the mortgage crisis and to articles in the December 2007 issue of American City and County.  Supervisor Ruhstaller also commented on green purchasing, having a graffiti ordinance in place this year and asking the Delta counties where they stand on the recommendations of the Delta Vision Task Force.  He will talk to Board Members from those counties.  He requested the County Administrator contact his counterparts in those counties.       

Supervisor Mow stated that he had received an email requesting a resolution in support of a medical school at U.C. Merced.  He asked Health Care Services Director to have discussions with the Board before supporting any resolution.  Supervisor Mow stated that the Board could also have U.C. Merced explain more to the Board of their intent and to give the Board an opportunity to express the county’s desire in partnering with them.

Supervisor Gutierrez expressed his concerns about the loss of important positions in the area of water at the Public Works Department, including losing more staff in the future from that department.  He would like this matter placed on the agenda for a future Board meeting.  Supervisor Gutierrez also requested that Drug Court funding be placed on a future Board agenda. 

Supervisor Questions and Comments (continued)

Supervisor Gutierrez extended an invitation to the Board to attend a Comerciantos Unidos crab feed scheduled for Friday, at 5:30 p.m. on February 15.

Supervisor Gutierrez stated that he had requested a report from Jon Moore of the Community Development Department on the projected foreclosures in District One.  He also had discussions with Carol Ornellas of Visionary Home Builders of California regarding the mortgage foreclosure crisis.  Supervisor Gutierrez would like to see Mr. Moore and Ms. Ornellas come before the Board to discuss this matter.  Lastly, he emphasized that he would also like to see a graffiti ordinance in place.

Supervisor Mow informed the Board that Senator Boxer will be holding an event on Friday, January 11, 9:30 a.m., at the Civic Auditorium, addressing the issues of the mortgage foreclosures.

Chairman Vogel expressed his concern about graffiti.  He advised the Board that he has been to one meeting in Solano County regarding Highway 12.  There are two more scheduled upcoming meetings in Solano County that he will attend.

County Counsel David Wooten announced that there was no need for Closed Session.
