PRESENT: SUPERVISORS VOGEL, RUHSTALLER, GUTIERREZ, AND CHAIRMAN MOW; SUPERVISOR ORNELLAS–ABSENT.

 

Minutes of the Board of Supervisors' Meetings of November 20 & 27, 2007.                                            There were no minutes for approval.

 

SCHEDULED MORNING ITEMS

PRESENTATIONS

9:00 a.m. - hsa  - Presentation of Certificate of Recognition and Plaque to Stockton Host Lions. Director of Human Services Agency Joe Chelli addressed the Board and introduced Aging and Community Services Staff and representatives from the various community centers.  Chairman Mow presented a plaque and Certificate to Steve Henshaw, Director of the Stockton Host Lions.  Mr. Henshaw addressed the Board.

APPROVE CONSENT ITEMS # 1-23.

Consent Item:               #6 – Public Works Director Tom Flinn responded to Supervisor Vogel’s questions regarding our future in working with methane gas and grinding that is going to come out of this program.  Supervisor Vogel commented that perhaps some of these gases and grindings might be an income source.  Mr. Flinn indicated that this matter will be evaluated. 

Consent Item:                 #20 – In response to Supervisor Gutierrez, District Attorney Jim Willett gave the Board an update of the renovations that are being performed in the Courthouse for his offices.  County Administrator Manuel Lopez responded to questions by Supervisor Gutierrez regarding the future plans for the Courthouse once the new Administration is built and the status on a new Courthouse.

Consent Item:                 #4 – Supervisor Mow commented on the County’s continued support for sponsoring the Thirtieth Annual Senior Awareness Day to be held in 2008.

ToCan Nguyen addressed the Board on various matters.

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Vogel reported on the Association of California Water Agencies meeting he attended recently in Southern California.  Topics of that meeting included Peripheral Canal or conveyance through the Delta and water storage, dams and reservoirs, and the drought.  Supervisor Vogel also reported that he met with the Lodi City Council regarding LAFCO policy and they do have an interest in talking to county staff in possibly doing some financing for the zoning between Lodi and Stockton on Armstrong Road.  Lastly, Supervisor Vogel suggested in the interest of our finances and fiscal responsibility, and given the situation that assessment evaluations may be dropping, that we look at our budget halfway through the year to see if there are any cuts and adjustments that need to be made.

Supervisor Ruhstaller reported that the Blue Ribbon Task Force sent to the Governor their view on how the Delta.  He suggested that Public Works Tom Flinn give the Board a report after the first of the year.  Supervisor Ruhstaller also requested a report after the first of the year regarding the matter of graffiti.  Chairman Mow commented that the graffiti has gotten worse.

Supervisor Gutierrez concurred that the graffiti has gotten worse because of issues occurring between two rival gangs in Stockton.  Supervisor Gutierrez commented that he hopes the Board continues to support the opposition to the Peripheral Canal and support the Delta at the same time.  Supervisor Gutierrez expressed an interest in working with local colleges regarding utilizing student interns to work with Board Members.
